Born December 2, 1955 in Ellwood City, he was the son of the late Kenneth and Martha Madish Welsh. Jeff graduated from Lincoln High School in 1973. He was a self-employed heavy equipment operator, specializing in the installation of water, gas, and sewer lines, and was also part owner of Uniglobe Allstar Travel.
