POLICE: Weekly Police Blotter

FOUND PROPERTY:
On May 2, at approximately 7:22 p.m., a green/yellow John Deere D100 lawn mower pulling an Ohio steel brand grass/leaf bagger was found on a residential property on Squaw Run Road, Wayne Township. According to the report, the riding lawn mower w/ no mower deck is valued at $200.00 and the bagger is valued at $300.00

CRIMINAL MISCHIEF:
According to a police report, on April 27, at approximately 2:48 p.m., an actor impersonated as a McAfee Antivirus employee and attempted to gain bank information for a 49-year-old Ellwood City female victim at a residence on Squaw Run Road, Wayne Township. The actor remotely gained control to the victim’s laptop and uploaded malware/virus to the laptop. The laptop no longer works and was valued at $450.00. The investigation is ongoing.

DOG LAW VIOLATION:
According to a police report, on April 23, at approximately 2:47 p.m., PA State Police responded to a report of a Dog Law Violation at Rose Point Park, US Route 422, Slippery Rock Township. A 39-year-old Ellwood City man stated his 11-year-old Dobermann/Rottweiler dog was bit in the neck by a white Pit Bull owned by Donald Kickey, 51, of Butler. Prior to police arrival, Hickey departed the scene. Hickey was charged with Dog Law Violation Confinement of Dogs (Collar and Chain) through the office MDJ Jerry Cartwright.



WANTED PERSON:
On April 29, 2022, a BOLO For Wanted Person Report has been issued for Logan Brady McConnell, age 17. According to the BOLO, he is lighter skinned that is approximately 5’9″ and weighs 180 pounds. He will have scruffy/stubble facial hair and will be wanted out of probation for felony drug charges. The male was involved in a shots fired incident on Phillips Street in New Castle. He is considered armed and dangerous and is considered a flight risk – use extreme caution. McConnell was last seen in a black Chevy Cobalt with PA plates. If seen, stop and hold for City of New Castle Police or Probation 724-656-9300

STRANGULATION:
Walter Guffey, 38, of Ellwood City, was taken into custody on April 27, 2022 and transported to Lawrence County Jail after he allegedly physically assaulted, strangled, threatened, beat and harrassed a female victim earlier in the week in Wampum Borough. Guffey either hid in the apartment after the incident or fled the scene in an unknown direction as police responded to investigate the reports of the domestic violence.

SHOTS FIRED/NARCOTICS ARREST:
On April 29, 2022, at approximately 11:14 am, New Castle City Police officers were dispatched to the area of Phillips Street in reference to multiple gun shots being fired. Responding officers and detectives learned through the investigation that a male had fired numerous shots in that area from a handgun. Through the investigation, NCPD investigators were able to identify a 17-year-old suspect and a black Chevrolet Cobalt vehicle which the suspect may be in. NCPD officers located the vehicle at approximately 1:15 pm, near Division Street. The vehicle failed to initially stop when offices activated the emergency lights on their vehicle, it traveled at a high rate of speed to a business on Moravia Street where the vehicle came to a stop. The male juvenile attempted to exit the area from the vehicle but was stopped by officers, a plastic bag containing 8.5 grams of crack cocaine and another bag containing marijuana were recovered near the individual along with $732.00 in cash. While on station, the juvenile did attempt to flee from officers while he was shackled to a bench, the juvenile did break the leg shackles during this attempt. He was quickly apprehended by officers. The juvenile is being charged with Flight to avoid apprehension, Possession with the intent to deliver a controlled substance, possession, escape and criminal mischief at this time. The juvenile did subsequently admit to firing gunshots earlier in the day, charges are pending against him for that incident. The juvenile was placed into a juvenile facility by Juvenile Probation.

AGGRAVATED ASSAULT:
Logan Sarver, 24, of Prospect, is charged with Aggravated Assault, Burglary, Terroristic Threats and Criminal Mischief after an incident on April 30th. According to a criminal complaint, at approximately 8:11 p.m., police responded to a call from a residence on Park Avenue for a disturbance. Upon arrival police observed two males inside the residence moving around and when police opened the door and announced its presence, a male, provided a police officer with a knife and pointed at the other male, identified as Sarver, and stated “Here is his knife.” Sarver was detained and placed in the rear of a police car. Police returned to the residence to speak with the female caller and occupant of the residence. The female victim reported Sarver attempted to make entry into the residence multiple times and forced entry through a rear door. The male victim reported that upon entry Sarver had a knife in his hand and threatened to kill him with a struggle ensuing until ECPD arrived. Sarver was transported to ECPD and completed a written statement and admitted to making forced entry into the residence and admitted to an altercation with another male in the residence.

DUI/ELUDING OFFICERS:
Daniel Schaffer, 48, of Ellwood City, is charged with DUI and Attempting to Elude Officers after an incident on April 29th. According to the criminal complaint, at approximately 7:41 p.m., police observed Schaffer operating a red motorcycle near the 800 block of Pershing Street with operating privledges under DUI-suspension. Police attempted to motion Schaffer to stop, but he failed to stop at a posted stop sign and police pursued. Schaffer later stopped the motorcycle outside his apartment and began to flee with police in foot pursuit. Police captured Schaffer and placed him into custody and, when speaking with him, detected a strong odor of alcohol emenating from Schaffer. Schaffer refused to perform any field sobriety tests and was placed into custdy for suspicion of DUI and transported to ECPD.
