POLICE: Weekly Police Blotter

THEFT:
Thomas Reed, 36, of New Castle, is charged with Theft by Unlawful Taking after an incident on July 28th. According to a criminal complaint, and at approximately 9:03 a.m. police received a call from a victim in regards to credit card theft and who related her debit card was stolen from her husbands vehicle while he was at work. The complaint relates one of the victim’s son’s friends stole the card and used it to make several purchases at different locations for a total of $110.00. Reed was identified by the victim and police were able to identify Reed by surveillance footage from the Ellwood City 7-11 gas station showing Reed purchasing cigarettes and other items, paying with a debit card. Reed is charged with Theft by Unlawful Taking, Access Device Fraud, and Receiving Stolen Property.

FLEEING:
William Perrine, 52, is charged with multiple counts after an incident on July 28th. According to a criminal complaint, and at approximately 6:26 p.m., police while on patrol near B&B Express on Lawrence Avenue, observed a green utility ATV unoccupied near a gas pump. Police later observed and identified Perrine who rode the ATV onto Fourth Street near Beaver Avenue and police attempted to conduct a traffic stop. According to the report Perrine turned the ATV down the train tracks and fled west. Police determined Perrine has numerous AOPC warrants as well as a bench warrant and his operating privileges have been revoked. Perrine is charged with Flight to Avoid Apprehension, Fleeing, and Driving While Oper Privledge Suspended.



CHILD ENDANGERMENT:
Jeffrey Fogel, 27, of Ellwood City, and Cheyenne Guy, 26, of Ellwood City, are each charged with Child Endangerment after an incident on July 31st. According to a criminal complaint, and at approximately 8:27 a.m., police were dispatched to a residence on Walnut Drive, Ellwood City, where a young child between the ages of 1-2 years old was located along with two puppies roaming around in the street. Police located the caller who related they located the 2-year-old boy at 7:45 a.m. in her back yard in wet and dirty clothes with no shoes or socks. Police recognized the two pitbull puppies and knew they belonged to Fogel. Police were able to contact the child’s mother, Guy, who resides at Loop Street, and advised her to come to ECPD. A case agent from CYS met Guy at ECPD and asked to inspect the residence on Loop Street. The complaint relates that the CYS agent observed outside the Loop Street apartment, trash, various household items, and children’s’ belonging piled on the front porch. Inside, the agent observed clutter, diapers, and garbage throughout the residence. The CYS case worker on scene told police she did not feel it was appropriate to leave children in the situation and Guy contacted a relative who the children were released to. According to the complaint, Fogel has already been trespassed by the Lawrence County Housing Authority and should not be living at the residence.

USE/POSSESSION:
Mitchell Coulter, 40, of New Castle, is charged with Use/Possession of Drug Paraphernalia after an incident in March 2023. According to a criminal complaint, and on March 24th, police while on patrol in the area of Fifth Street near Spring Avenue observed Coulter who is known to police to have active domestic relations warrant out of Lawrence County. Police made contact with Coulter, placing him under arrest and upon search located a small amount of suspected marijuana, crack cocaine, one syringe, suspected cocaine, and a pipe. Coulter was placed under arrest and transported to Lawrence County Jail

POSSESSION OF CONTROLLED SUBSTANCE:
Amanda Kelosky, 26, of New Castle, is charged with Possession of Controlled Substance after an incident in May 2023. According to a criminal complaint, and on May 11th at approximately 1:14 a.m., police were dispatched to a residence on Pershing Street for a suspicious vehicle. The caller reported a car full of people in her driveway dealing drugs and police were able to located a four door sedan backing out of a driveway on Sunset Avenue. Police located the vehicle traveling back towards Pershing Street and noticed a small child in the back seat standing up and without proper seating restraint. Police initiated a traffic stop at the 7-11 gas station to approach and identify Kelosky. After questioning, Kelosky was placed under arrest for a warrant out of the State of Texas for possession of dangerous drugs. Officers identifies the remaining passenger and all parties exited the vehicle allowing the deploy of K9 Niko who showed behavior and indicated the whereabouts of drug paraphernalia. The car was towed to the police station for a search warrant. Officers released all passengers and transported Kelosky to ECPD where police later found a clear baggie on Kelosky with suspected cocaine. Kelosky was then transported to Lawrence County Jail.

USE/POSSESSION:
Rick Lumley, 53, of Ellwood City, is charged with Use/Possession of Drug Paraphernalia after an incident on July 15th. According to a criminal complaint, and at approximately 7:47 a.m., police were dispatched to a location regarding an abandon lawn tractor being used by homeless individuals residing in the woods near Rock Point Boat Club. The area was canvassed for trespassers and police made contact with Lumley who was walking towards the boat club on the train tracks. Lumley stated he was the owner of the tractor parked on the roadway and was later found to be in possession of two glass smoking devices with burnt residue present and a small green container with suspected meth. Lumley was placed under arrest and cleared at approximately 10:56 a.m.

HOMICIDE:
On August 14th, Shenango Township Police responded to a residence on Old Chewton Road, Shenango Township, Lawrence County after Jason Altman, 51, of Wampum, was discovered deceased at his residence by a family member. According to the public information report, foul place was discovered at the scene. The Shenango Twp Police requested the PA State Police to conduct the investigation. Anyone with information regarding the incident is requested to contact the PA State Police at 724-598-2211.

ACCIDENT:
On August 16th at approximately 1:07 a.m. the PA State Police were dispatched to an area on Wurtemburg Road, Wayne Township, for reports of a one-vehicle motorcycle accident. According to the report, it was determined that a 2008 Suzuki was traveling southbound and failed to negotiate a left curve on a slippery roadway, laying the bike down 200 feet before coming to a final resting place. The operator displayed signs of impairment and was taken into custody for suspicion of DUI. The operator refused medical treatment.
