POLICE: Weekly Police Blotter

BURGLARY:
On March 3rd at approximately 5:10 p.m., the PA State Police Beaver Station was dispatched to a business in Georgetown Borough, Beaver County for a report of a burglary. According to the police report, and at some time between 6:00 p.m and 4:45 a.m., unknown actor(s) forcibly entered the property of Georgetown Sand and Gravel, damaged the security system, the surveillance cameras and stole approximately $1,000 in cash. The unknown actor(s) fled the area into West Virginia. Actors were seen leaving the area at approximately 4:45 a.m. It is believed that the actor(s) are operating a white Ford Truck or white Chevy extended cab truck. DRUG POSSESSION:
Celia Nunnery, 37, of Ellwood City, is charged with Drug Possession after an incident on March 15th. According to a police report, and at approximately 10:10 a.m., police were conducting routine patrol near the intersection of Lawrence Avenue and Fourth Street when they observed a black Honda driving north with no inspection sticker on the windshield. Shortly after, a traffic stop was initiated where upon investigation, Nunnery was discovered to be in possession of small amounts of marijuana and two glass smoking devices.

INDECENT ASSAULT:
On March 12th between the hours of 2:00 a.m. and 4:00 a.m. and at a residence on Oswald Street, Wayne Township, the PA State Police received a report of indecent assault. Upon arrival, it was reported that a 18-year-old female victim from Ellwood City was asked to give sexual favors and offered currency. The investigation is ongoing.

HARRASSMENT:
On March 11th at approximately 6:22 p.m., and at a residence on Harmony Fisher Avenue, Franklin Township, a reported Physical Harrassment took place. According to the police report, during a verbal argument, Keith Chaplain, 46, of Ellwood City, shoved a 46-year-old female victim multiple times.



PUBLIC DRUNKENESS:
On March 9th at approximately 8:37 a.m., PA State Police New Castle was dispatched to a Dollar General, on State Road, Wampum Borough, for a welfare check. According to the police report, it was reported that a female employee was possibly under the influence. Upon investigation it was determined that the female employee, Danielle Harper, 27, of Wampum, admitted to using controlled substances. Charges have been filed against Harper.

Lierre Armstrong

SHOOTING/ARREST
On Tuesday March 14, 2023 New Castle City Police were dispatched to 407 Spruce Street in reference to a shooting.  Investigators found a male victim lying on the floor with a gunshot wound to his stomach. The victim was treated by NCFD and EMS personnel and subsequently transported to St. Elizabeth Hospital in Youngstown. Detectives identified the suspect in the shooting as Lierre Armstrong (pictured), 33, of New Castle. On March 15, 2023, NCPD officers, NCPD Criminal investigation division, members of the Lawrence County Special Investigative Unit and members of the critical incident response team were able to track Armstrong to a motel in Shenango Township. Surveillance units did view Armstrong leaving the motel in a vehicle. With the assistance of the Shenango Township police, a felony stop was initiated on the vehicle and Armstrong was taken into custody. Charges of criminal attempted homicide, aggravated assault, robbery, and persons (felons) not to possess firearms are being charged against Armstrong.

THEFT BY DECEPTION:
On March 3rd at approximately 12:00 a.m., the PA State Police were dispatched for a report of fraud. Upon arrival it was determined that a 71-year-old female victim from Ellwood City was contacted by an unknown individual claiming to work for “Clybeck and Associates” through Wachovia Bank. According to the police report, they related that a debt needed to be paid or they were going to take her house away. This investigation is ongoing.

THEFT ALL OTHER:
According to a police report, and between the time of midnight, November 21, 2022 and 3:36 p.m., November 22, 2022, an unknown actor(s) store an entire mailbox including the wooden post support from a residence on W Lancaster Road, Perry Township. The 88-year-old male victim reported the value of the theft was approximately $200.00. Anyone with information please contact PSP New Castle.

DUI:
Kayla Lumley, 32, of Ellwood City, is charged with DUI after a vehicle crash on February 11th. According to a criminal complaint, and at approximately 1:26 a.m., police were dispatched to Main Street, Wampum Borough for a motor vehicle crash and found the operator entrapped in the vehicle with no injuries. While interviewed on scene, Lumley was found to be under the influence of alcohol, failed her field sobriety test and was transported to a nearby hospital for a blood draw.
