POLICE: Criminal Complaints

INDECENT EXPOSURE:
Michael Hill, 18, of Wampum, is charged with indecent exposure on February 14th in Wayne Township. According to a criminal complaint, officers responded to a call in Wampum from a juvenuile saying that the man she and her friend were hanging out wih exposed himself. The juvenile who made the call related she left the scene due to the inappropriate and unwanted behavior of Hill. Hill later told offcers that he was just hanging out with his girlfriend and did admit to exposing himself.

CRIMINAL MISCHIEF:
Stephen Mitcham, 42, of New Castle, is charged with Criminal Mischief after an incident in November 2020 at Ben Franklin’s Taproom & Grille. According to the criminal complaint, Mitcham caused around $7,000 worth of damage at the restaurant. Mitcham tore down eight patriotic flag buntings, two American flags, smashed the metal mailbox, and caused additional damages to the exterior of the Taproom. The restaurant owners posted photos on Facebook that resulted in many people identifying Mitcham as the perpetrator. When contacted by police, Mitcham told officers he hears voices in his head and that they tell him to do things, also he relaed that he has mental health issues. Mitcham related he would check himself into a hospital for further evaluation.

DRUG POSESSION IN PARK:
Ryan Wingerson, 21, of Glenshaw, PA, is charged with Possession of Drug Paraphernalia and Disorderly Conduct after being caught smoking marijuana at Breakneck Falls Area in Slippery Rock Township on April 3rd. According to the criminal complaint, an officer on foot patrol approached Wingerson after seeing him check around for anyone before lighting a pipe used for smoking marijuana. Wingerson showed the officer the pipe and also stated that he has a medical marijuana card, but could not answer or confirm the marijuana was in its original labeled package used for the dispensary of medical marijuana. Wingerson stated he was in possession of more marijuana and a metal grinder. The officer confiscated the paraphernalia and walked Wingerson and his female friend on the trail back out to the vehicle he came in as he was evicted from the park that day charged. The female drove Wingerson out of the park.

STALKING:
Skylar Rubic, 22, of Ellwood City, led officers on a foot pursuit after they responded to call with reports saying he was stalking the callers daughters. On March 21, a caller informed officers that Rubic had been harassing her daughter and was at the park across the street. Rubic has two warrants for his arrest in Butler County and upon approach by police officer, Rubic took off on foot to begin a foot chase that ended with Rubic being placed in custody without incident. Rubic was found with a small bag of marijuana in his book bag. Officers discovered 17 grams of marijuana, a grinder, rolling papers and a scale. Rubic was then expedited to Butler County after agreeing to sign a waiver for county extradition. Rubic is charged with Flight To Avoid Apprehension, Possession of Drugs and Drug Paraphernalia

BUTLER COUNTY MAN INDICTED FOR VIOLATING FEDERAL DRUG & GUN LAWS
Darnell Wynn, 41, of Butler, has been indicted by a federal grand jury in Pittsburgh on charges of violating federal narcotic and firearm laws, Acting United States Attorney Stephen R. Kaufman announced this week. According to the Indictment, on or about February 15, 2021, Wynn possessed with the intent to distribute 100 grams or more of a mixture and substance containing a detectable amount of heroin, 10 grams or more of a mixture and substance containing detectable amounts of fluorofentanyl, fentanyl, and tramadol, as well as a quantity of a mixture and substance containing detectable amounts of heroin and fentanyl. The Indictment further charged Wynn with possessing a firearm in furtherance of a drug trafficking crime. Finally, the Indictment charged Wynn with possession of a firearm and ammunition as a convicted felon.

DUI:
Kevin Gilmore, 46, of New Castle was charged with driving under the influence, operating a bus or limousine with an expire registration, operating a vehicle with an expired inspection, and careless driving on March 14th. An officer was sitting in a parking lot on Rt. 18 in New Castle when a familiar vehicle passed by. The officer lost sight of the vehicle but was able to catch up Gilmore. The officer noticed that Gilmore’s eyes were bloodshot and that he was visibly drowsy and tired. The officer asked for consent to search Gilmore’s vehicle and he agreed. The officer then asked if Gilmore had taken any substances, he admitted smoking marijuana earlier in the day. After the investigation, the officer concluded that there were signs of impairment.
