Police Reports: Criminal Complaints

The following are police criminal complaints filed at the Commonwealth of Pennsylvania Lawrence County office of Honorable Jerry G. Cartwright.

According to a complaint, on December 13, at 9:16 p.m. police responded to a call claiming a victim’s ex-boyfriend was at the front door of their residence in Perry Township. Shaquone Lockett, 23, of Ellwood City, was claimed to be threatening the victim with a silver pistol while they held their child. Upon police arrival, the victim said that Lockett had been aiming a silver pistol at them and their daughter through a pane of glass at her head. While holding their child, they claimed to have asked him if, “You really just point that gun at me with your kid in my hands?” to which Lockett replied with a few colorful words as well as stating that “I’m going to shoot you” and ” I will shoot you”. Police proceeded to then search the residences front yard, discovering a silver Smith and Weston .357 magnum with four bullets loaded in the chamber. The pistol was found hidden underneath the black garbage bin on the side porch of the residence and matched the victim’s description. Lockett was then searched and was found to be in possession of a clear plastic baggie containing a green leafy substance that was suspected to be marijuana. Lockett is charged with Endangering Welfare of Children, Simple Assault, Terrorist Threats, Harrassment and Possession of Controlled Substance.

According to a complaint, on December 14, at 4:00 p.m., Ellwood City Police were called to Division Avenue by neighbors. Reportedly, neighbors had seen an unsupervised child playing in the cold, wet, rainy weather unsupervised and without a coat for about 45 minutes prior to calling the police. When police arrived to the residency, they failed to make contact with anyone there. Police were standing on the front porch, holding the child when the child’s father Zeb Bartley came driving down the street. When Bartley saw the officer with his child, he proceeded to drive back and did not return for some time. When another police officer arrived on the scene, four neighbors made complaints of drug dealing and other complaints of police calls at the residence. Police proceeded to check the residence when they found the front door to be wide open. They then found Jen Brown, 29, of Ellwood City, sleeping in a bedroom and was difficult to be woken up. When Brown was finally woken up, police observed her to had appeared to have been under the influence of some sort of drug. Brown was then placed under arrest and taken outside when Bartley returned. Bartley claimed he had been job searching for 3 to 4 hours prior to police showing up. Brown and Bartley were both taken to the police station while Children and Youth were called in regards to the 13-month-old child. Brown is charged with Endangering Welfare of Children and Recklessly Endangering Another Person.

According to a complaint, on December 14, at 2:16 a.m., Ellwood City police were patrolling when they began to trail a Toyota Corolla. While following the vehicle, police witnessed it fail to use a proper turn signal and proceed to hit the right-hand curb hard enough for the vehicle to shake and come to a complete stop. Police proceeded to turn on their emergency signals and conducted a traffic stop. When the officer approached the driver’s window, he signaled for the driver, Robert Gallocher, 18, of Ellwood City, to roll down their window and instead they rolled down the passenger driver’s side window. On attempt number two, the driver’s window was rolled down and police recognized a strong smell of marijuana. Police advised whoever was in possession of the marijuana to admit and hand it over. Gallocher proceeded to pat his pockets as if looking for it before police shined their flashlight towards the floorboard of the vehicle. There, police located a mason jar containing two zip-locked bags. The bags would later be known to contain 53 grams of marijuana. The police then removed Gallocher from the vehicle and placed into custody after being search. Police found a black digital weight scale on the driver. Gallocher admitted to the marijuana being theirs and no one else’s. The other two passengers were then released and the driver was transported back to the Ellwood City Police Department for further questioning and was released when they made contact with someone from the contacts the driver provided.

According to a complaint, on December 1 at 1:27 a.m., police were monitoring the Lawrence County Housing Authority detail at Walnut Ridge. Noticing a vehicle traveling a higher rate of speed and plenty of traffic violations, police identified the driver as Steven Anderson, 48, of Ellwood City. Anderson’s operating privileges are under suspension-DUI related. Police on duty proceeded to turn on their emergency lights, and Anderson failed to pull over. He proceeded to continue and turn his vehicle around and reverse into a parking spot. While attempting to get out of his vehicle, police told him to stay in the vehicle. Noticing his slurred speech and bloodshot, glassy eyes, police attempted to ask him as to why he didn’t pull over. Anderson continued to state he was home instead of answering the question. However, he had admitted to being at the bar and had consumed alcohol. Anderson was then requested to take a field sobriety exam six separate timed, while he continued to argue in regards to him being home now and should be permitted to go in for the night. After failing the tests, he was placed into custody for suspicion of driving under the influence of alcohol or controlled substances.
