Police: Man Rescued from Freezing Water After Fleeing Police

Joseph Boots, 41, of Hillside Ave., in Wayne Township was rescued from frigid waters early Friday morning after fleeing from police.

Boots, who already had an outstanding warrant issued in Lawrence County, fled from officers after a domestic dispute which occurred between him and a female who officers said was unrecognizable due to the severe swelling in her face.

Officers noticed a suspicious individual running into the woods along the Connoquenessing Creek, and a bystander identified Boots as the fleeing man.

After attempting to chase Boots on foot, Franklin Police called the Ellwood City Police Department for their canine unit to assist the chase. When the canine located Boots, he was standing waist deep in the Connoquenessing Creek, unable to escape the cold water after attempting to cross it to avoid the officers.

Police and fire officials pulled the man to safety and he was taken to the hospital for treatment of hypothermia, and then taken to Beaver County Jail.

The woman suffered multiple fractures to her face from the abuse and was taken to a Pittsburgh hospital for treatment.

Boots will be facing charges of aggravated assault, resisting arrest, and providing false identification to police.
