NOTICE OF PUBLIC HEARING
FY 2016 CDBG PROGRAM
COUNTY OF LAWRENCE, ON BEHALF OF ELLWOOD CITY BOROUGH,
SHENANGO TOWNSHIP AND UNION TOWNSHIP

The County of Lawrence will conduct public hearings for the FY 2016 Community Development Block Grant Program (CDBG) at the following times and locations:  Monday, July 11, 2016 at 5:00 P.M. at the Ellwood City Municipal Building; Tuesday, July 12, 2016 at 8:00 A.M. at the Lawrence County Government Center, 1st Floor, Commissioners Meeting Room; Tuesday, July 12, 2016 at 5:30 P.M. at the Shenango Township Municipal Building; Wednesday, July 13, 2016 at 8:00 A.M. at the Union Township Municipal Building to obtain citizens’ views, comments, and to elaborate on the proposed use of $109,965 on behalf of Ellwood City Borough; $240,202 for the County of Lawrence; $111,528 on behalf of Shenango Township and $92,697 on behalf of Union Township.

Lawrence County Commissioners have used the funds for Street Improvements, Single Unit Housing Rehabilitation, and Child-Care Services to those that live within the 23 non-entitlement municipalities. The funds that Lawrence County will obtain on behalf of Ellwood City Borough, Shenango Township and Union Township have, in the past, been used for Single Unit Housing Rehabilitation, Street Improvements and Removal of Architectural Barriers. Individuals are welcome to examine records and comment on the past five years’ use of CDBG funds, as well as, the County’s three year activity plan and the municipalities’ three year plan.

The 2016 CDBG Program will be administered to the requirements of State Act 170 of 1984 and the Federal Housing and Community Development Act of 1974 as amended. The grant must benefit 70% or more of low to moderate income persons residing in non-entitlement communities and can be used for the following activities: water systems, sanitary systems, storm drainage, housing rehabilitation, public activities, public services, street-road improvements, parking facilities, historic preservation, removal of architectural barriers, solid waste facilities, code enforcement, economic development, acquisition and relocation, clearances, disposition and utilities. The submission date of the application for the use of these funds will be November 18, 2016 to the PA Department of Economic Development.

Low to moderate income persons, minorities, and disabled persons are encourage to attend. Written comments concerning the proposed use of funds may be submitted to Lawrence County Department of Planning and Community Development by close of business July 29, 2016.
