Ellwood City Borough Council Approves Two Year Agreement with Valley Waste Service

During Monday night’s Ellwood City Borough Council meeting, Council approved a two-year option agreement with Valley Waste Service to provide for refuse, recycling & yard waste collection. The new contract expiration date will be June 30, 2026.

Borough Manager Kevin Swogger said the first year there will be no increase, and the second option year will come with a four percent increase. Monthly costs are as follows July 1, 2024-June 30, 2025: 95 gallon, $17.96; 35 gallon: $14.95; and Yellow Bags, $25 per roll and for July 1, 2025-June 30, 2026: 95 gallon, $18.39; 35 gallon, $15.53; and Yellow Bags, $26 per roll.

Council also approved the Rental Agreement with John DiBuono to use the building at 311 College Street for the Ellwood Area Family Center. The term of this lease will be for the period 5/1/24 – 4/30/25.

Swogger said he is happy that Council approved the rental agreement.

“John is doing an excellent job with the Family Center,” he said noting that the facility is vital to the community and that during the time period that it was closed he was inundated with calls asking for it to be reopened.

Swogger also reminded the public that a new Per Capita letter and form would be sent in May.

“I apologize for the wrong information,” he said. “It won’t happen again.”

Other motions passed:

  • A motion to approve the Minutes of the Public Hearing held 3/18/24 and the Regular Meeting held 3/18/24, as submitted.
  • A motion to approve the Pre-Paid Voucher List dated 4/11/24, in the amount of $867,164.06, and the List of Vouchers to be Paid dated 4/11/24, in the amount of $261,580.82.
  • A motion to approve the Departmental Reports, as submitted.
  • A motion to approve the request by the Memorial Day Parade Committee to hold the Memorial Day Parade on Monday, May 27 beginning at 10:00 a.m. and to use the parking area near Todd Avenue as a staging area. It is also requested to use Legion Park for a ceremony and Pittsburgh Circle Heritage Park for a community cookout following the parade and ceremony.
  • A motion to approve the request to close Cirelli Drive between 6th Street and 7th Street on August 3 from 2-8 p.m. for a corn hole tournament.
  • A motion to award the bid on the purchase of a used dump truck (19,500 GVW) to Richie Nesbit in the amount of$40,000 for a 2013 Dodge Ram 5500. This amount will be paid from the General Capital Reserve Fund.
  • A motion to approve the request to hold a “Ewing Park Community Yard Sale” on June 1 from 9-l p.m.
  • A motion to approve the request to hold the Ellwood City 1OK Race on Saturday, June 29 at 9 a.m. It is further requested to utilize the changing facilities at the Veteran’s Memorial Swimming Pool as well as the parking lot from 7 a.m. to 11:30 a.m.
  • A motion to approve the request to hold a 5K Run/Walk on August 3 at 9 a.m.
  • A motion to authorize the payment in the amount of $2,800 to Diane Daubenspeck for clerical support services.
  • A motion to advertise for summer employment (Parks, Playground Coordinator, and Playground Instructors).
  • A motion to authorize a Borough representative the ability to bid on 116 Hazen Avenue at the Lawrence Co. Judicial Sale.
  • A motion to advertise an amendment to the Zoning Ordinance providing for the adjustment of the maximum depth of the front yard in the Downtown Commercial District for Conditional Uses.
