Borough Teaming Up with Kitchen Cabinet to Provide Welcome Signs

Ellwood City Borough Council approved a quote from locally owned Signs by Sam for the purchase of two Ellwood City Welcome Signs that will be placed at “entrances” to the city.

The signs will cost a total of $7,000. Local nonprofit organization The Kitchen Cabinet will provide $3,500 of the amount in cooperation with the borough that will provide the other $3,500 from the L&N fund. The placement locations of the signs will be announced at a later date.

Mayor Anthony Court commented after the meeting that he was thrilled to see the project go to a local Ellwood City Business. Council also received quotes from SignInnovation in Zelienople.

“I always believe in supporting local,” Court said.

In addition to adding appealing welcome signs at “entrances” to the borough, Borough Manager Kevin Swogger said he is seeking volunteers for a planter box project on Lawrence Avenue.

Last month, the borough received a $2,000.00 2023 National Pennsylvania Day Mini Grant from America250PA and EQT Corporation, in partnership with the Pennsylvania Department of Transportation and in support of Keep Pennsylvania Beautiful that will fund this project.

Volunteers must sign up in advance:

  • Directions for July 20th: Please report to the steps of the Municipal Building at 525 Lawrence Avenue. You will be directed to a planter box. You will fill the box with stone, place and secure the topiary tree and fill the box in with pea gravel.

Swogger said Smokin’ Daves will provide lunch for the volunteers, and they will also receive tshirts.

Motions passed:

  • A motion to approve the Minutes of the Special Meetings held 6/1/23 and 6/12/23 and the Regular Meeting held 6/19/23, as submitted.
  • A motion to approve the Pre-Paid Voucher List dated 7/6/23, in the amount of $490,623.01, and the List of Vouchers to be Paid dated 7/7/23, in the amount of $168,457.46.
  • A motion to approve the Departmental Reports, as submitted.
  • A motion to adopt an amendment to the traffic ordinance establishing a stop intersection on Glen Avenue at Pittsburgh Circle (closest to 5th St), eastbound and westbound.
  • A motion to accept the resignation of Joseph Cioffi from the Civil Service Commission.
  • A motion to advertise the vacancy on the Civil Service Commission for a term that expires 12/31/23.
  • A motion to accept the 2022 audit performed by Mark Turnley, CPA.
  • A motion to advertise an amendment to the traffic ordinance establishing stop intersections at the following locations:
    • Park Avenue/Seventh Street/Eastbound & Westbound
    • East Avenue/Perry Street/Westbound
    • Foch Street/Jefferson Avenue/Northbound & Southbound
    • Foch Street/Adams Avenue/Northbound & Southbound
    • Petain Street/Washington Avenue/Southbound
    • Hazel Avenue/Bridge Street/Eastbound & Westbound
  • A motion to approve the payment in the amount of $11,050 to Falletta Engineering for the emergency replacement for influent raw pump #4 at the wastewater treatment plant. This amount will be paid from the Sewage Fund.
  • A motion to approve the following sewer tap: George Sewall, 113 White Fox Court, Lot 34 (N. Sewickley Twp.), 1 tap, $1000
  • A motion to approve the request by the EC Area Chamber of Commerce to extend the time of the “Wander Ellwood” event on July 19 (only) from 5-8pm to 5-9pm. It is also requested to approve suspending Part 10, Chapter 1066, subsection 1066.03 (a) of the Codified Ordinance Book pertaining to the prohibition of alcohol. This suspension only applies to participants of the “Wander Ellwood” event.
  • A motion to approve the request by the Arts, Crafts & Foods Festival Committee to use Ewing Park and all facilities including the swimming pool and tennis court parking lots from June 24 – July 1. The actual days of the Festival are June 28, 29, 30, 2024.
  • A motion to approve a “Release of Claim to Unidentified Parcel of Real Property” located within the First Ward of the Borough of Ellwood City consisting of .399 acres to Robert & Peri Malcolm of 911 Border Avenue.
  • A motion to approve the employment of Kaitlyn Sickafuse as a part- time paramedic at the rate of $20.00/hour.
  • A motion to approve the Agreement/Quote with Edmunds Gov Tech to provide computer software (utility, payroll, accounting, code enforcement) at a cost of $96,650 (year 1 investment) plus subscription & hosting fees at a cost of $49,650 (year 2-3 investment). These amounts will be paid from the General, Electric, and Sewage funds.
