Applications Available for Ellwood City Facade Improvement Project

During Monday’s Borough Council Meeting, Borough Manager Kevin Swogger announced projects around town that will work to spruce up the business fronts and well as the streets.

He said the Ellwood City Façade Improvement Program is underway and two businesses have already submitted applications including Posies by Patti and Grand Paws Pet Salon. Applications are available on the Borough’s website at the top of the page.

In addition to the façade improvements planned for the borough, the streets department has begin working to fill potholes on borough roads.

Swogger also thanked the Kitchen Cabinet for their $5,000 donation toward the Pickleball courts in Ewing Park.

Mayor Anthony Court warned that police will continue to monitor speeding throughout the borough.

Motions passed:

  • A motion to approve the Minutes of the Public Hearing held 2/20/23 and the Regular Meeting held 2/20/23, as submitted.
  • A motion to approve the Pre-Paid Voucher List dated 3/15/23, in the amount of $735,523.80, and the List of Vouchers to be Paid dated 3/15/23, in the amount of $282,549.40.
  • A motion to approve the Departmental Reports, as submitted.
  • A motion to charge Sue Gatto, Tax Collector for the 2023 Tax Duplicate of $2,517,252.09 at Face.
  • A motion to approve the change to the Pre-Paid Voucher List dated 2/15/23 from $1,770,875.76 to $594,767.99.
  • A motion to close Crescent Avenue from 6
    on July 22 from 4pm-11pm for a “Be Kind for Evan Bollinger Project” event being held at Calvin Presbyterian Church.
  • A motion to advertise an ordinance repealing Ordinance #2609 and establishing one way traffic on Glen Avenue from 5th to 6th Street (westbound).
  • A motion to approve the request by the Memorial Day Parade Committee to hold the Memorial Day Parade on Monday, May 29 beginning at 10:00 a.m. and to use the parking area near Todd Avenue as a staging area. It is also requested to use Legion Park for a ceremony and Pittsburgh Circle Heritage Park for a community cookout following the parade and ceremony.
  • A motion to advertise bids for the sale of a 2009 Lee Boy Pothole Patcher.
  • A motion to award the bid for the 2023 Paving Program to Youngblood Paving, Inc. in the amount of $220,267.03 (Base Bid $136,320.09 + Alternate #1 $36,314.50 + Alternate #2 $29,027.44 + Alternate #3 $18,605.00). This amount will be paid from the Liquid Fuel Fund.
  • A motion to approve the quote from Kendall Electric in the amount of $13,477.80 for the replacement of Wastewater Treatment Plant pump station wire and connectors. This amount will be paid from the Sewage Fund.
  • A motion to approve the request by the Scouts BSA Troop 6743 to camp at shelter #7 on April 21 & 22 during the Earth Day Festivities and to have a small camp fire.
  • A motion to approve the request by the Scouts BSA Troop 743 to camp at shelter #6 on April 21 & 22 during the Earth Day Festivities and to have a small camp fire.
  • A motion to approve the request by the ECABF to use the Rosanna Park field April – October, Mon-Fri from 5-8pm.
  • A motion to approve the request to use the multipurpose field at Stiefel Park for Flag/Tackle Football March 8-June 30, Mondays – Thursdays, 6-7pm and July 10-October 31, Mondays – Fridays, 6-8pm.
  • A motion to approve suspending Part 10, Chapter 1066, subsection 1066.03 (a) of the Codified Ordinance Book pertaining to the prohibition of alcohol in Ewing Park. This suspension only applies to participants of the “Dog Days of Summer K-9 Benefit” event held June 24 & 25. Event insurance shall be purchased, naming the Borough of Ellwood City as an additional named insured. All necessary State and County permits shall be in place for this event.
  • A motion to approve the quote from Hoover Fence Co. in the amount of $10,444.26 for fencing around the Pickle Ball Courts in Ewing Park. This amount will be paid from the Marcellus Shale Fund.
  • A motion to approve the request to use the Men’s softball field May 8 – September 15, Mondays – Thursdays from 6-11pm.
  • A motion to advertise for summer employment (Parks, Playground Coordinator, and Playground Instructors).
  • A motion to amend the 2023 part time wage rate for the Health Officer, retroactive to the first pay in January, 2023 as follows: From: $3500 To: $5000
  • A motion to approve the travel request by Jude Dici to attend the Governor’s Local Advisory Committee April 17 in Harrisburg. Reimbursable expenses include hotel, tolls/mileage. This amount will be paid from the General Fund.
  • A motion to approve the employment of Justin Deyber and Anthony Marchitelli as part-time firefighters at the rate of $16.83 per hour.
  • A motion to approve the following sewer tap:
  • Steve Lodovico, 118 Pine Hill Way (Franklin Twp.), 1 tap, $1000
  • A motion to approve the bid on the Lawrence County Repository property located on Crescent Avenue (empty lot)(11-001800) to Rose Barge for $500.

  • Picnic shelter reservations will begin on the fourth Monday in March (Mar. 27) for non-Borough residents
