Borough Council Welcomes Jr. Councilperson; to hire Borough Manager

Ellwood City Borough Council welcomed Jr. Councilperson Kaden Schlichtkrull during the regular meeting Monday night.

Schlichtkrull, a senior at Lincoln High School, was administered the oathe of office by Mayor Anthony Court before joining council at the table.

He’s also involved in cross country, track, tennis, student council, and plays the trumpet in the band.

Schlichtkrull said he thought becoming a Jr. Councilperson would be a great addition to his advanced government studies.

“I thought it would be a great way to learn,” he said.

Council also voted to advertise for the position of Borough Manager as David Allen will step down at the end of this year.

As part of his report, Allen said that the sale of the Ellwood City Medical Center should close toward the end of October.

MOTIONS PASSED:

  • A motion to approve the Minutes of the Special Meeting held 8/8/22 and the Regular Meeting held 8/15/22, as submitted.
  • A motion to approve the Pre-Paid Voucher List dated 9/13/22, in the amount of $464,284.94, and the List of Vouchers to be Paid dated 9/15/22, in the amount of $656,238.03.
  • A motion to approve the Departmental Reports, as submitted.
  • A motion to adopt an ordinance, as submitted, providing a procedure for the real estate tax collector to waive additional charges for real estate taxes when a taxpayer has not received notices of taxes due, pursuant to Act 57 of 2022.
  • A motion to adopt an ordinance, as submitted, amending the Electric Ordinance as it relates to Customer Owned Electric Generation.
  • A motion to adopt a Resolution, as submitted, establishing fees and specific technical requirements to accommodate customer owned generation of electricity.
  • A motion to adopt a Resolution, as submitted, confirming receipt of the 2023 Minimum Municipal Obligation (MMO) by September 30, 2022.
  • A motion to adopt a Resolution, as submitted, approving the intermunicipal transfer of restaurant liquor license # R17325 to El Canelo IX, LLC located at 225 Fifth Street, Ellwood City.
  • A motion to declare the $382,515.54 received in ARPA funds be deposited into the General Fund and used toward the deficits created by the Covid-19 pandemic.
  • A motion to approve the payment in the amount of $7,215 to Witmer Public Safety Group for turnout gear for the Fire Department. This amount will be paid from the General Fund (Fire State Grant).
  • A motion to approve the quote by Jim Shorkey Auto Group in the amount of $36,673 (Costar pricing) for a 2022 Dodge Charger for the Police Department. This amount will be paid from the General Capital Reserve Fund.
  • A motion to approve the request by the EC Parade Committee to hold the Halloween Parade October 22 beginning at 3:30pm.
  • A motion to approve the travel request of Mayor Anthony Court to attend the PSAB Conference in Gettysburg, PA October 14-16.
    The total cost to attend is $509.12 plus any meals and mileage. This amount will be paid from the General Fund.
  • A motion to approve the employment of Maximus Franksain as a part-time Laborer III in the Public Works Department. The rate of pay is $15.00/hour.
  • A motion to approve the employment of Brenda Thompson as Bookkeeper at the rate of $20.188 (85% of full rate of $23.75), contingent upon successful completion of all background checks.
  • A motion to advertise for part-time paramedic at the rate of $20.00 per hour to work out of the Fire Department.
    A motion to write a letter of support to the “All Aboard Ellwood Committee” as they pursue their project to continue to bring growth and tourism to the Borough of Ellwood City.

ANNOUNCEMENTS

  • The Ellwood City Community Garden has a Share the Harvest box. The purpose of this box is to serve as a central location and drop point for community members who have backyard gardens to drop off their extra produce. The Ellwood City Community Garden will take it to the food bank where it will be distributed.
  • Town Hall Meetings for Advance Life Support (ALS), Sep 26 6-8pm & Oct 22 12-2pm at the Community Center above the Fire Station
  • The Borough’s annual Fall Clean Up will be held October 1 from 8am-2pm, $10/vehicle. Tags available at the Utility Office
