ECASD Superintendent Addresses Mask Mandate Enforcement; Bed Bug Outbreak

Ellwood City Area School District’s Board of Directors passed the district’s health and safety plan Thursday evening, which included wording that the district would follow Pennsylvania State Health Department Guidelines when it comes to the pandemic.

Superintendent Dr. Wesley Shipley said that he is still awaiting guidance on how to enforce the recently announced mask mandate in the district’s schools. According to Shipley, for students to be exempt from the mandate parents must provide a letter stating that their child is unable to wear a mask for medical reasons. He said at this time, the district is not requiring an official “doctor’s excuse.”

Wolf announced the secretary of health’s order mandating masks in the state for all schools and licensed child care centers in late August. The new requirement began on Tuesday, September 7 and requires students, teachers and staff to wear masks when inside school buildings.

The new mandate will not apply to school sports or outdoor activities.

Shipley said more guidance, information, and details will be provided as clarification comes from the state regarding the mandate. At this time, he has directed staff not to have a “heavy hand” when enforcing it.

Shipley also announced that the entire North Side Primary school building will be exterminated following a bed bug outbreak. The full extermination follows treatment of certain rooms and common areas that already occurred at the school. Shipley said the district decided to take it a step further and extend the extermination to the entire building.

“We are taking all possible measures to eliminate them,” he said.

Shipley assured the board and visitors that the outbreak was strictly at North Side.

“There are no bed bugs at Lincoln High School,” he said.

Shipley also stated that the bed bug outbreak did not come from Chromebooks as was suggested in posts and comments on social media.

He said the Chromebooks were in use during the summer months and no bed bugs were found in the Chromebooks upon their return to the district.
