Born May 31, 1951 in New Brighton, she was the daughter of the late Guy and Elizabeth Plassmeyer Smith. She was married to Ray Stelter who died March 7, 1999. Vicki graduated from Mohawk High School. She drove for Swift Trucking Company and was a member of the New Beaver Volunteer Fire Department. Vicki helped with holiday dinners at the Clinton United Methodist Church.
