In a statement received from the Borough of Ellwood City and its Mayor’s office, Mayor Anthony Court has issued the following statement regarding electric scooters, e-bikes, and small electric transportation vehicles.

Dear Residents of Ellwood City Borough,
As micromobility devices such as electric scooters, e-bikes, and similar small electric transportation options-continue to grow in popularity, it is important that all residents understand the laws governing their safe and legal use. These regulations are designed to protect both riders and pedestrians while ensuring our streets remain orderly and accessible.
Under current Pennsylvania law. electric scooters are not explicitly authorized for roadway use unless they meet the definition of a motor vehicle and are properly registered, insured, and equipped. As such. many stand-up electric scooters may be restricted from public roads and sidewalks.
Motorized bicycles and electric bicycles (e-bikes) that are equipped with operable pedals are generally permitted, provided they meet state definitions. These devices must typically have motors of 750 watts or less and a maximum assisted speed of 20 miles per hour. Riders must follow all applicable traffic laws, similar to traditional bicyclists.
For pedal-capable electric vehicles:
- The vehicle must have fully operable pedals.
- The motor must not exceed 750 watts.
- The maximum speed under motor power alone must not exceed 20 mph.
- No driver’s license, registration. or insurance is required for compliant e-bikes.
Electric dirt bikes. which are typically higher-powered and often lack full compliance with bicycle classifications, are considered motor vehicles under Pennsylvania law. These vehicles are not permitted on public roads, sidewalks, or parks unless they are properly titled, registered, insured. and equipped for street-legal use. Additionally, many electric dirt bikes do not meet these requirements and are therefore restricted to private property or designated off-road areas. Operating these vehicles on public streets or Borough property without proper authorization may result in citations, fines, and possible confiscation.
For all micromobility users, please be mindful of the following key guidelines:
- Operate devices in a safe and controlled manner at all times.
- Obey all traffic signals and signs.
- Yield to pedestrians on sidewalks and shared pathways.
- Use bike lanes where available.
- Equip your device with lights and reflectors when riding at night.
- Wear appropriate safety gear, including helmets where recommended
Devices that exceed these specifications may be classified as motor vehicles under Pennsylvania law and would therefore require registration, insurance, and a valid driver’s license to operate legally on public roads.
Our Borough is continuing to monitor developments at the state level and may introduce additional local guidance as needed to ensure public safety. We encourage all residents to stay informed and exercise courtesy and caution when using or encountering micromobility devices.
