EC Borough Hires Summer Employees

Ellwood City Borough Council hired a list of summer employees during the Monday Regular Meeting.

Council approved:

  • A motion to approve the Minutes of the Regular Meeting held 4/18/22, as submitted.
  • A motion to approve the Pre-Paid Voucher List dated 5/11/22, in the amount of $455,081 and the List of Vouchers to be Paid dated 5/11/22, in the amount of $209,623.29.
  • A motion to approve the Departmental Reports, as submitted.
  • A motion to adopt an ordinance, as submitted, regulating disorderly houses.
    • A disorderly house is defined as any place within the borough where persons gather or abide, and where the owner, lessee, or person in charge permits, encourages, fails to correct through eviction, or tends to allow − drunkenness, illegal consumption, illegal drugs, boisterous conduct, unseemly noise, fighting, or any other conduct, which disturbs the public peace or decorum, or promotes disorder, and detracts from the dignity of the community. a disorderly house is defined as any place within the borough where persons gather or abide, and where the owner, lessee, or person in charge permits, encourages, fails to correct through eviction, or tends to allow − drunkenness, illegal consumption, illegal drugs, boisterous conduct, unseemly noise, fighting, or any other conduct, which disturbs the public peace or decorum, or promotes disorder, and detracts from the dignity of the community.
  • A motion to:
    • transfer $2,000 from 001-210-510-01 (Earned Salaries/Wages) to 001-210-510-43 (Advertising) in the General Fund.
    • transfer $3,000 from 001-210-510-01 (Earned Salaries/Wages) to 001-210-510-60 (Operating Supplies) in the General Fund.
    • transfer $18,000 from 130-992-590-90 (General Capital Reserve) to 002-000-392-03 (Transfer from General Capital Reserve/Canine Fund).
  • A motion to approve the request by the EC Community Enrichment to close Beaver Avenue from 5th Street to 6th Street and Lawrence Avenue from 5th Street to 6th Street beginning at 6:45 p.m. on June 18, 25, July 16, 23, 30, August 13 for the summer concerts at the Community Plaza.
  • A motion to approve the payment in the amount of $7,532.90 to Hoover Fence Company for fencing around the salt shed on Factory Avenue.
  • A motion to approve the request by the EC Area School District to
    • use the multi-purpose field at Stiefel Park June 1 – October 30 from 3:30- 5:30 p.m. for soccer
    • use the tennis courts in Ewing Park August 1 – October 15 from 3-5:30 p.m. for girls tennis
  • A motion for use of the volleyball courts Mondays June 6-Aug 8 from 6:30 to 10:30 p.m. for volleyball camp
  • A motion for use of the volleyball courts Mondays, Wednesdays, and Saturdays June-Aug 8-11 a.m. for varsity volleyball
  • A motion to rescind the motion made at the Regular Council meeting held 12/20/21, establishing salaries and wages for the following part-time employees effective with the first pay in January, 2022 as follows:
    • Pool Concession Stand Workers:
      1st Year: $11.00
      2nd Year: $11.50
      3rd Year+: $12.00
    • Park Employees (Labor & Playgrounds:
      1st Year: $11.00
      2nd Year: $11.50
      3rd Year+: $12.00
  • A motion to establish salaries and wages for the following part- time employees effective with the first pay in January, 2022 as follows:
    • Pool Concession Stand Workers:
      1st Year: $12.00 a raise of $4.00 from 2021
      2nd Year: $12.00 a raise of $3.50 from 2021
      3rd Year+: $12.00 a raise of $3.00 from 2021
    • Park Employees (Labor & Playgrounds):
      1st Year: $12.00 a raise of $4.00 from 2021
      2nd Year: $12.00 a raise of $3.50 from 2021
      3rd Year+: $12.00 a raise of $3.00 from 2021
  • A motion to approve the employment of Ryan Gibbons as Playground/Concesssion Stand Coordinator at the salary of $3,000.
  • A motion to approve the employment of the following individuals for summer playground work, contingent upon satisfactory background checks/clearances at $12 per hour:
    • Benjamin Pesce
    • Joe Houk
    • Bonnie McConahy
    • James Meehan
  • A motion to approve the employment of the following individuals for summer work, contingent upon satisfactory background checks/clearances at $12 per hour:
    • Justin Cameron
    • Jeffry McAllister
    • Nicholas Garuccio
    • Maximus Franksain
  • A motion to approve the proposal submitted by HUB/HDH Group to provide the following insurance coverages: Package policy (property, equipment breakdown, inland marine, crime, general liability, auto, excess liability)(MRM Property & Liability Trust) $126,122, Professional Liability (public officials liability/employment practices liability)(Greenwich Insurance Co) $8,969, Police Professional Liability (Greenwich Insurance Co.) $6,280. These amounts will be split between the General, Electric, and Sewage Funds.
  • A motion to promote Vince Esposito (Electric Department) from Lineman I to Working Foreman, retroactive to 5/2/22. His hourly rate will increase from $30.828 to $32.239.
  • A motion to advertise the vacancy on the Civil Service Commission.
  • A motion to prepare/advertise bids on the sale of the vacant lot at 1127 Center Avenue (11-003000).
  • A motion to exonerate Borough taxes owed on the property at 806 Fifth Street totaling $3,448.14
  • A motion to approve the sewer tap in for Nalco Water, 125 Nalco Way, (Franklin Twp.), for 1 tap, $1,000.
  • A motion to approve the request by the EC Cheerleaders to hold their annual “color run” on August 13 from 9:30am – 12pm in Ewing Park.
  • A motion to advertise for a Lineman III in the Electric Department. The rate of pay is $23.44/hour (85% of full rate).
  • A motion to allow Inmentco to rent the borough street sweeper at the rate of $4,000 per week for three weeks without a borough operator.
