Council Commends Loccisano’s for 104 Years of Business

During Monday night’s Borough Council meeting, Loccisano’s Golden Dawn received a commendation from the borough and council for 104 years of business in the Ellwood City community.

Motions passed:

A motion to approve the Minutes of the Regular Meeting held 8/17/20, Public Hearing held 8/24/20 and the Special Meeting held 8/24/20, as submitted.

A motion to approve the Pre-Paid Voucher List dated 9/14/20, in the amount of $551,193.48, and the List of Vouchers to be Paid dated 9/17/20, in the amount of $665,927.90.

A motion to approve the Departmental Reports, as submitted.

A motion to adopt an Ordinance, as submitted, amending the  Zoning Ordinance, specifically the map, changing the zoning of 600 Mt. Vernon Drive (15-085800 and 15-085300) from R1 to C1.

A motion to adopt a Resolution, as submitted, confirming receipt of the 2021 Minimum Municipal Obligation (MMO) by September 30,2020.

A motion would to make the following appointment: Recreation Board– 1 vacancy, 2 applicants, term expires 12/31/23-Earla Marshall or Michael Widmaier. Board voted to appoint Earla Marshall with support from James Barry, Michelle Lamenza, Caleb Cragle, and George Celli (Judith Dici, Robert Brough, and Lisa Guerrera voted to appoint Michael Widmaier).

A motion to approve the request to hold the Life Chain event on October 4 from 2-3pm along Fifth Street & Fountain Avenue.

A motion to approve the request by Cory Biego to use the  Men’s Field at Stiefel Park all day on October 10 for a benefit tournament.

A motion to approve the request by Mike Pope, Jr. to use the Men’s Field at Stiefel Park beginning September 14 – October 26.

A motion to approve the monthly pension benefit (DROP) for Ptl. Jon Disher (Police Pension Plan) retroactive to August 1, 2020, as submitted by the Borough’s Actuary.

A motion to approve the pension benefit of Ms. Patricia Forester in the amount of $900 from the Police Pension Plan, as calculated by the Actuary.  This amount shall be payable retroactive to August 1, 2020.  This amount is in accordance with the Qualified Domestic Relations Order (QDRO) in effect with Jon Disher.  At the time of Mr. Disher’s retirement, his pension benefit shall be reduced by $923.27 the amount of 50% of the marital interest as of April 20, 2011 (date of separation).

A motion to approve the monthly pension benefit for Lou Nocera, as submitted by the Actuary.  This amount will be paid from the Municipal Employees’ Pension Plan effective October 1, 2020.

A motion to rescind the motion made at the Regular Council Meeting held 8/17/20 adopting “the Police Eligibility List, as submitted by the Civil Service Commission”

A motion to adopt the Police Eligibility List dated September 10, 2020, as submitted by the Civil Service Commission.

A motion to advertise the sale of 829 Thalmann Lane  (ID# 14-020300), a parcel the Borough owns.

A motion would to approve the bid for the Lawrence Co. Repository property located at 1114 Lawrence Avenue (11-004600) to either: Vini Barbosa for $525 or Herbert Bookamer for $500. Council unanimously voted to select the bid of Herbert Bookamer.

A motion to advertise for a full-time Laborer III in the Public Works Department.
