Local Man Charged With Terroristic Threats

On Wednesday, July 31, the Ellwood City Police received a call from a home on Franklin Avenue from a woman who said there was a situation that needed their attention.

The woman informed the police that there was a man wearing a black shirt and black shorts walking on Franklin Avenue. She further told police that he had a bag with him and was armed with a knife.

According to police reports, the man in question was David Carter of Ellwood City. Carter was armed with a small pocket knife and a small axe. Police placed Carter into custody before they spoke to the woman who had reported Carter.

She stated that Carter had asked her about her neighbor and Carter told her to “stop playing games” and that “if it doesn’t stop, he was going to cut her in the jugular”. Carter had proceeded to smash the callers’ phone when she had retrieved it.

Carter proceeded to push the caller onto the bed and strangle her, then held the knife he was found with open against her neck, threating to cut her. When she had gotten free, she had ran to the neighbor’s house to receive help but found no one was home. She proceeded to tell officers that Carter had come out of the house and asked her for money when she said she didn’t have any Carter called her a liar. He proceeds to hit her on the head and slapped her. The victim then walked down the road and used a neighbors phone to call the police.

Carter will be charged with strangulation, terroristic threats, simple assault, and harassment.
