Ellwood City Police Department completed a traffic stop on Joseph Serjak for an expired registration on Aug. 4.
Officers approached the vehicle and Serjak immediately stated he had a knife on his waist. Police advised Serjak to keep his hands on the wheel of the vehicle. Serjak was accompanied in the car by Jon Lamzena, both appeared nervous to officers.
The officer observed track marks on Serjak’s arms and asked why his registration was expired. According to the police report, Serjak stated him and his wife has split up and he has been living out of his vehicle.
The officer then observed a blue visa taped to the windshield where the inspection should be, and it was covered with a piece of tape that said 04/2019.
Officers questioned Serjak and he stated that he just had to get by like that for a while without getting caught.
Officers then verified that Serjak’s license was suspended. Officers asked to search the vehicle and Serjak gave permission. Upon searching the vehicle police found a black pouch containing seven syringes, a clear container with a small white pill, a white pill container with and orange and white capsule and a blue and clear pill crusher.
Police seized all items found in the vehicle, and informed Serjak and Lamzena that they would receive a summons.
