Ellwood City Narcotics Complaint Leads to One Arrested and One at Large

James Hammond Jr., 23, 413 8th St. was charged with manufacturing, delivery or possession with intent to deliver a controlled substance, possession of a controlled substance and possession of drug paraphernalia after a traffic stop at the intersection of College St. and Wampum Ave.

According to a police report, Hammond was pulled over on a bench warrant by Ellwood City Police. Police conducted a search of Hammond’s vehicle and seized a baggie of cocaine from his left sock as well as a silver digital weigh scale.

After a full body search police located and seized a green Crown Royal bag containing a clear plastic baggie with 12.35 grams of suspected crack cocaine, a clear plastic baggie containing 7.82 grams of suspected crack cocaine and a clear plastic baggie containing a paper fold with 1.96 grams of suspected heroin.

Hammond stated, all illegal narcotics were given to him by Thomas John Kimmel, 34, of 524 Ellwood Ave. He said Kimmel wanted him to deliver the narcotics to a resident on Wampum Ave.

Officers completed a search warrant for 542 Ellwood Ave; ECPD knocked on the door and received no response. Officers made entry and cleared the residence, no suspects were located.

From the house ECPD seized one glass tie-dye marijuana pipe, a snapstone pill crusher, a green box with .22 caliber ammunition, a metal spoon with suspected heroin residue, an orange capped hypodermic needle, red and clear cups containing multiple used syringes, one prescription bottle of unknown various pills, a Morton salt container with false bottom, a coffee can containing multiple used syringes, a box of federal 9mm handgun ammunition, 5.9 grams of crack cocaine and one stolen smith and Wesson 9mm handgun containing a loaded clip and round in the chamber.

The police noted in the court papers that Kimmel had been convicted of felony drug offenses in 2016 and was not permitted to own a handgun. Kimmel’s house is also within 1,000 feet of Northside Elementary School.

Kimmel has an active arrest warrant, and will be charged with manufacturing, delivery or possession with intent to deliver a controlled substance, possession of a controlled substance, possession of drug paraphernalia, receiving stolen property and persons not to posses, use, manufacture, control, sell or transfer firearms.Hammond remained in the Lawrence County Jail on Wednesday on $25,000 bond.
