  1. Don’t get distracted by what he says; watch what he does.

The DISTRACTION: On February 9, 2017, Bernstine said, “The voters sent me to Harrisburg to protect them from the dangers of excessive government spending …. As we wade into the details of the state budget, we must first look at ways to cut spending.” On September 14, 2017, Berstine said, “I’ve said it all along: I will NOT vote to raise taxes.”

    • The RESULT: Bernstine voted for a Budget (HB 218) that BORROWS $1.5 TRILLION with NO cuts. That’s $1,500,000,000.00 on OUR credit card.

    • The RESULT: Bernstine appropriated $11.5 million to pay for salaries, wages, and personnel expenses of the Pennsylvania Senate (Sec. 261) with NO cuts.

    • The RESULT: Bernstine ignored the skimming 17% (~45¢/gallon) off the gasoline tax revenue to fund state police benefits. Article 8, section 11 of the Constitution allows the motor license fund to be used “SOLELY for construction, reconstruction, maintenance and repair of public highways and bridges.”

If you remember, the Republican-controlled legislature increased our gasoline tax
    • 8.9% in 2012
    • 9.6% in 2013
    • 17.8% in 2014
    • 21.9% in 2015
    • 17.9% in 2016

2013-2014 Motor license fund total: $3.49 billion. PSP portion: $621.9 million*
2014-2015 Motor license fund total: $4.05 billion. PSP portion: $676.1 million*
2015-2016 Motor license fund total: $4.37 billion. PSP portion: $739.3 million*

The DISTRACTION: Bernstine said on January 17, 2018 that “We want to use to our advantage everything we can to bring those companies to our area.”

    • The RESULT: No new jobs but millions of state grants to Zelienople. No grants to Ellwood.

There’s a $1,500,000,000.00 bet these issues will be deflected at the town hall meetings.
