Born January 27, 1951, in New Castle, she was the daughter of the late William Herman Sr. and Dora May Wigley Kumrow. Cindy graduated from Mohawk in 1968. She had a 25-year career at Liberty Mutual and served as the secretary of the Bethel Church for 30 years. She attended Bessemer Presbyterian Church and was a member of the former Madison Avenue Christian Church in Mahoningtown.
