During Ellwood City’s Borough Council meeting, Borough Manager Kevin Swogger announced that the Innovative Readiness Training (IRT) program set to setup training in Ellwood City in July will add veterinary care to its lineup of free medical services.
IRT is a Department of Defense (DoD) military training opportunity, exclusive to the United States and its territories, that delivers joint training opportunities to increase deployment readiness. Simultaneously, IRT provides key services (health care, construction, transportation, and cybersecurity) with lasting benefits for communities.
Swogger said the group visited the city—one of many visits they will make before July—and the group plans to provide $4 million in free healthcare during a two-week period. At least 200 military personnel will provide the care.
Motions passed:
- A motion to approve the Minutes of the Regular Meeting held 10/21/24.
- A motion to approve the Pre-Paid Voucher List dated 11/13/24, in the amount of $1,269,369.33, and the List of Vouchers to be Paid dated 11/13/24, in the amount of $503,091.55.
- A motion to approve the Departmental Reports.
- A motion to adopt a Resolution, as submitted, authorizing free parking at all currently metered spaces located on Lawrence Avenue, Bell Avenue, Crescent Avenue, 5th Street, 6th Street, 7th Street and the Beaver Avenue parking lot for a maximum of two (2) hours from November 29 through December 31, 2024. Motorists exceeding the 2-hour time limit will be subject to a $5 fine if paid within 72 hours. Violators who fail to make payment within 72 hours will be subject to prosecution through the District Justice office.
- A motion to approve the request by the EC Volunteer Fire Department to close Lawrence Avenue on December 14 from 4th Street to 6th Street from 8-12 p.m. for a memorial procession for fallen firefighters, Paul Frederick and David “Ernie” Martino.
- A motion to advertise an amendment to the sewer ordinance amending rates and effective dates. This is in conjunction with the 2023 PennVest Loan ($2.5 million) for the Wampum Avenue Pump Station Project. Rates shall be raised 3% each year for the years 2025-2032 and 2050-2055 to provide sufficient revenue to meet total expenses.
- A motion to award the bid for the Ewing Park ADA Restroom Project to Giordano Construction Co, New Castle, Pa at a cost of $122,896. This amount will be paid from Park Improvement Fund.
- A motion to authorize the hiring of Alyssa McKee as a Paramedic at the rate of $20.50/hour.
- A motion to authorize the hiring of Amy Burtner as a Paramedic at the rate of $20.50/hour.
- A motion to advertise the vacancies on the following Boards/Commissions: Zoning Hearing Board, Zoning Hearing Board Alternate, Planning Commission, Economic Development Authority, Library Board, Board of Health, and Recreation Board.
- A motion to advertise an ordinance approving the editing and inclusion of certain ordinances and resolutions as parts of the various component codes of the codified ordinances.
- A motion to approve the Workers Compensation Insurance with the State Workers Insurance Fund (SWIF) for the volunteer firefighters for the period 1/1/251/1/26. The estimated annual premium is $20,773 (final premium is subject to adjustment by audit). This amount will be paid from the General Fund.
- A motion to approve the following sewer tap: Frank & Tracy Zallo, 555 SR 288 (Franklin Twp.), 1 tap, $1000
- A motion to accept bids on the sale of property located at 116 Hazen Avenue.
- A motion to approve utilizing Diane Daubenspeck for clerical support services on a limited, as needed basis, retroactive to October 15, 2024.
- A motion to approve adding the request to rescind the motion made at the Regular Meeting of Borough Council held 2/19/24 regarding standardized billing rates to the agenda
- A motion to approve adding the request to rescind the motion made at the Regular Meeting of Borough Council held 2/19/24, establishing the 2024 employee hourly billing rates (Figure 1)
- A motion to approve adding the request to establish 2024 Standardized Billing Rates to the agenda.
- A motion to establish the 2024 employee hourly billing rates. (Figure 2) Be it further moved that 1) when borough manpower is utilized for “in-borough taxpayer groups” (businesses, residents, profit/non-profit groups), actual employee hourly rate (whether base rate or overtime rate), shall be used 2) when borough manpower is utilized for “out of borough third-party vendor activity” (businesses, federal/state agencies/utilities, residents, profit/non-profit groups, then the Standardized Billing Rates (Base and/or Overtime Rate) established annually by council, shall be used. Any and all requests for borough manpower must be submitted to the borough manager/council for review before the borough’s manpower can be utilized.
- A motion to advertise an amendment changing the speed limt on Beaver Avenue from 25mph to 15 mph from 12th to 13th Streets.
