Borough Council Gives Commendation to Mayor Anthony Court

Ellwood City Borough Council gave Mayor Anthony Court a commendation during Monday’s Borough Council Meeting.

The commendation, presented by Council President Brad Ovial was given in reignition of Court’s receipt of the “Community Service Award” by Vision Ministries for his dedication to the Ellwood City Community.

During the Mayor’s Report, Court said that there have been 648 drug arrests since he has been in office. He said he has no plans of backing down.

“We will continue down this path,” he said.

Court also announced that the police department has one more training left to complete for this year and that his beautification awards will enter the 17th season this year.

He said nominations for the beautification awards can be submitted to the Mayor’s Office.

Ellwood City Borough Manager, Kevin Swogger, reported that the Wampum Pump Station Project is 99% complete.

“It’s in the stage of final touchups and then there will be a final walkthrough,” he said.

Swogger also announced that construction will begin on a Handicap restroom in Ewing Park near the pool and playground area. The project, initiated by Councilwoman Jan Williams, will begin Monday May 5 with a target completion of June 27.

He also said that the parks and playgrounds programs are looking for applicants. Applicants must be 16 years of age and pass required background checks. Interested applicants should contact the Borough.

  • A motion to approve the Minutes of the Regular Meeting held 3/17/25, as submitted.
  • A motion to approve the Pre-Paid Voucher List dated 4/16/25, in the amount of $506,450.96, and the List of Vouchers to be Paid dated 4/16/25, in the amount of $659,006.30.
  • A motion to approve the Departmental Reports.
  • A motion to adopt a Resolution, as submitted, authorizing the submission of an application to Lawrence County for an allocation of County Liquid Fuels Tax Funds ($22,287) for a roadway replacement project, specifically to replace a concrete section of Bridge Street from Bluff A venue to Hazen Avenue (cast side)(Phase I).
  • A motion to adopt a Resolution, as submitted, confirming receipt of an AMENDED 2025 Minimum Municipal Obligation (MMO) for the Firemen’s Pension Plan. As a result of the amended MMO, an additional $4102 is owed to the Firemen’s Plan. This amount will be paid by the General Fund.
  • A motion to adve11ise an amendment to the traffic ordinance establishing a stop intersection on Jefferson Avenue at Carmen Beatrice Blvd. (eastbound).
  • A motion to approve the quote in the amount of $22,287.37 from Fryer Excavating & Concrete to replace a concrete section of Bridge Street from Bluff A venue to Hazen Avenue. This amount will be paid from the General Fund.
  • A motion to approve Change Order #4 in the amount of $15,612.04 from Pollard Land Services relative to the Wampum Avenue Pump Station Project. This Change Order is to install two (2) hand push trollies with attachable electrical hoists. This amount will be paid from the Penn Vest contingency.
  • A motion to approve the quote in the amount of $5,790 from Process Pump & Seal, Inc. to replace a mechanical seal in an influent pump. This amount will be paid from the Sewage Fund.
  • A motion to approve the quote in the amount of$ l 0,539 from Airtek, Inc. for the purchase of a digester blower for sludge disposal. This amount will be paid from the Sewage Fund.
  • A motion to approve the quote in the amount of $21,500 (Costar pricing) from Stephenson Equipment, Inc. for the purchase of a plow & salt spreader for the RAM 5500. This amount will be paid from the General Fund.
  • A motion to approve the payment in the amount of $5,254.57 from Pumpman Pittsburgh to replace the torn belt for the sludge belt filter press. This amount will be paid from the Sewage Fund.
  • A motion to approve the Agreement, as submitted, with the Ellwood City Arts, Crafts, Food Festival. Committee relative to the Borough performing all electrical work necessary for the annual event in exchange for the Committee paying the Borough $6,000.
  • A motion to approve the request to hold the Ellwood City 1OK Race on Saturday, July 5 at 9am. It is further requested to utilize the changing facilities at the Veteran’s Memorial Swimming Pool as well as the parking lot from 7 a.m. to 11:30 a.m.
  • A motion to approve the request by the EC Little Wolverines to use the multipurpose field at Stiefel Park April 1-July 15, Tuesdays & Thursdays from 6-7:30 p.m. and July 15 – Oct 31, Monday-Friday, 6-8 p.m.
  • A motion to approve the request to hold a SK Run/I Mile Walk on September 28 beginning at 9 a.m. in Ewing Park.
  • A motion to approve the request to hold the annual National Day of Prayer service in the Community Plaza on May 1 from 10:30 a.m.-2 p.m.
  • A motion would be in order to approve the request by the EC Recreational Girls Fastpitch Softball League to use the women’s field at Stiefel Park June 16 -Oct 31, Monday-Friday from 4-9 p.m.
  • A motion to approve the quote in the amount of $7,489.81 from SealMaster to seal the deck hockey rink at Stiefel Park. This amount will be paid from the Marcellus Shale Fund.
  • A motion to approve the request by the EC 11 U Travel Baseball Team to use Merit Book Park April 1-Oct 31, Saturday and Sunday from 10 a.m. – 10 p.m.

  • A motion to approve the reimbursement to Lawrence County in the amount of $5,200 for the appraisal of 11 Guardian Development Group (EC Hospital) properties. This amount will be paid from the General Fund.
  • A motion to approve the request by Bob Rak to use the Ewing Park basketball court July 28 – August 1, Monday – Friday from l 0 a.m.-12 p.m. for a free basketball camp/clinic.
