POLICE: Weekly Police Blotter

THEFT:
Tyler Good, 24, of Cranberry Twp is charged with Theft after an incident occurring during the dates of 5/23/24 and 6/30/24. According to a criminal complaint, police spoke to the victim on September 19th at approximately 12:37 p.m. and the victim explained that he contracted Good to replace his retaining wall and that they had come to an agreement to have the wall finished within five days. The victim paid Good $9,400 for materials to begin the job on May 23rd and an additional $3,600 on June 5th after Good would finish. Good had failed to complete the job within the 5 days and did not properly secure the wall and the victim had to purchase stone and other materials to keep the wall from falling before the work was finished, which costed $1,476.74 according to the complaint. The victim attempted multiple times to contact Good with no response and later contracted someone else to finish Good’s work on July 8th at the additional cost of $5,500. After speaking with the victim, police contacted Good who admitted he was in the wrong and intended to pay back the victim the total of $13,000.00 according to the complaint.

POSSESSION:
Shaun Riley, 43, of New Castle is charged with Possession after an incident occurring on October 10th. According to a criminal complaint, and at approximately 3:50 p.m., police were patrolling and queried about a suspicious vehicle that they had found to have belonged to a female actor. The vehicle had an expired registration and the owner had a suspended license. Police then observed her to be the operator and conducted a traffic stop on the vehicle, and contacted female driver. Officers observed a smell of burnt marijuana in the car. Police also asked Riley if he could exit the vehicle and he became irate and Police had to detain him. Police then also found Riley had a warrant, and informed him that they had found drugs in the car the complaint relates. Riley confirmed this and when asked if police could search his bag, he stated “yeah.” All evidence found in the car and bag were seized and Riley was transported to Beaver County to be arraigned on his warrant according to the complaint.

POSSESSION:
Brett Charlier, 33, of Ellwood City is charged with Possession after an incident occurring on September 8th. According to a criminal complaint, and at approximately 9:53 p.m., police conducted a traffic stop on Charlier after observing suspicious activity. When police approached the vehicle, Charlier was on the phone and police had asked him to hang up. Charlier explained that he had a suspended license and was calling someone to come get the car. Police then observed paraphernalia in the car and asked Chalier to hand it over, which he did the complaint relates. Chalier was then searched and transported back to ECPD for further inspection. After the search, police seized several narcotics, and he was released and asked to follow up with police which he did not. He also did not show up for a court date leading to a warrant according to the complaint.

THREATS:
Victoria Maher, 52, of Ellwood City is charged with Threats after an incident occurring on November 6th. According to a criminal complaint, and at approximately 4:53 p.m., police received a call from a business owner who stated that Maher was causing a disturbance and would like her removed from his property. The owner advised that Maher had been at his business all morning refusing to leave and verbally arguing with him the complaint relates. When police arrived and spoke to Maher, she stated that she was not leaving until her son arrived. During this time, Maher became increasingly more violent, and had slammed her car door on an officers shoulder causing loss of feeling in his hand. Maher was placed under arrest, and taken to ECPD according to the complaint.

DUI:
Nicholas Edwards, 30, of Butler is charged with DUI after an incident occurring on September 29th. According to a criminal complaint, and at approximately 12:51 a.m., police were dispatched to a suspicious vehicle in a ditch with no hazards on. When police contacted Edwards, he explained he had had two shots and two beers. Edwards displayed signs of impairment and was arrested for DUI.

SEXUAL EXPLOITATION OF A MINOR:
Shayne Clapper, 30, formerly of Ellwood City, pleaded guilty in federal court to charges related to the sexual exploitation of a minor, United States Attorney Eric G. Olshan announced last week. In connection with the guilty plea, the court was advised that in January 2023 through February 2023, Clapper initiated a sexual relationship with a minor known to him. Clapper provided the minor with a cell phone that he used to communicate with the minor. Clapper requested and received nude images from the minor. Clapper also induced the minor to engage in sexually explicit conduct for the purpose of producing a sexually explicit video.
