Ellwood City Borough Council Announces 2024 Road Paving Project

Ellwood City Borough Manager Kevin Swogger said that residents can expect to see a lot of road construction this summer as part of the 2024 Road Paving Project during the June 17 Ellwood City Borough Council Meeting.

He said that many of the projects are already underway.

“The crews are working,” he said. “But completion of all projects will take a while.”

He expects the projects to carry well into August. Some of those projects include work on 4th to 2nd Street; 5th Street to the area of the Sheetz convenience store; and Lawrence Avenue from Dollar General to the B&B MINI MART – Citgo. In addition the Borough released a list of other roads that will be worked on as part of the 2024 Road Paving Project (see table below).

Swogger also said this is the perfect week to beat the Summer heat and head to the Ewing Park Swimming Pool.

“The pool is open, and there are a lot of events planned,” he said. “It’s a fun year to go to the pool.”

Mayor Anthony Court wanted to address some “rumors” that he has heard circulating around town. He said that the Ellwood City Police Department is extraditing a suspect from Ohio for “theft of vehicle only.” Court said that the police department is also aware of a man who has been “walking around the Fifth Ward and Wayne Township for hours carrying an AK-47.” Court said that police are investigating the situation.

Court announced that there are at least eight Beautification nominations this year. The winners are being featured on Ellwoodcity.org, and can be viewed here. He also recognized the Reed Family for their involvement and leadership in the fourth annual Reed’s Services Dog Days of Summer event taking place this weekend in Ewing Park. The multi-day event is scheduled to take place 9:00 a.m. to 8:00 p.m. on Friday, June 21st and Saturday, June 22nd, and from 9:00 a.m. to 5:00 p.m. on Sunday, June 23rd. The event is rain or shine, pet friendly, and will benefit police K9 unites in Lawrence and Beaver counties (Learn more here).

Motions Passed by Ellwood City Borough Council:

  • A motion to approve the Minutes of the Public Hearing Held 5/20/24 and the Regular Meeting held 5/20/24, as submitted.
  • A motion to approve the Pre-Paid Voucher List dated 6/13/24, in the amount of$998,314.80, and the List of Vouchers to be Paid dated 6/13/24, in the amount of $313,342.72.
  • A motion to approve the Departmental Reports, as submitted.
  • A motion to adopt an ordinance, as submitted, amending the traffic ordinance establishing the following stop intersections at First Avenue and McKinley Street (Westbound) and Wampum Avenue and Bridge Street (Eastbound and Westbound)
  • A motion to adopt a Resolution, as submitted, authorizing the filing of an application for funds in the amount of $500,000 with the Department of Community and Economic Development (DCED). This HOME Grant program application will be submitted by Lawrence Co. Social Services (LCSS) on behalf of Ellwood City Borough.
  • A motion to approve the quote from Snow’s Polaris in the amount of $23,848.46 (Costar pricing) for a 2024 Ranger XP 1000 Premium (side by side patrol vehicle). This amount will be paid from the Drug Investigation Fund ($11,924.23) and the General Fund ($11,924.23).
  • A motion to award the bid for the Stiefel Park Access Road & Parking Lot Paving Project to Protech Asphalt Maintenance in the amount of $63,339.20. This amount will be paid from the Stiefel Park Improvement Grant.
  • A motion to award the bid for the 2024 Street Paving Project to Youngblood Paving in the amount of $316,235.86 (Base Bid and Optional Bid #1, #2, #3, #4). This amount will be paid from the Liquid Fuel Fund.
  • A motion to approve the quote from Full Throttle Performance in the amount of $11,555.70 to make necessary repairs to the 2013 Dodge Ram 5500. This amount will be paid from the General Fund.
  • A motion would be in order to authorize the sale of the following vehicles at auction:
    • 2013 Chevy Tahoe (K9) l 992 International 4900
    • 2001 Dodge 3500
  • A motion to approve the quote from Insight Pipe Contracting in the amount of approx. $140,365.70 to line the 6″ and 8″ diameter sanitary sewer lines along 4th St., S. Second St., Adams Ave. & Jefferson Ave. This amount will be paid from the Sewage Collection Fund.
  • A motion to approve the payment in the amount of $11,801.13 to Schaedler Yesco for 1200 feet of electrical wire for the Ellwood City Arts Crafts & Food Festival. This amount will be paid from the Electric Fund. The Ellwood City Arts Crafts & Food Festival will reimburse the Borough this amount.
  • A motion to approve the request by Stephani Damato to install a Little Free Library in Ewing Park.
  • A motion to approve the request by the EC Recreational Fastpitch to use the Women’s field at Stiefel Park June 16 – December 3 I from 3- 9pm.
  • A motion to approve the request by the EC Girls Softball to use the Men’s, Women’s, and Girl’s fields at Stiefel Park July 12-14 from 7am -9pm.
  • A motion to approve utilizing Diane Daubenspeck for clerical support services on a limited, as needed basis for up to $500/month.
  • A motion to rescind the motion made at the Regular Council Meeting held 5/15/23 to “approve the request by Fifth and Spring, LLC to convert four (4) properties into one (1) buildable lot for a Dunkin’ Fast Food Restaurant at the intersection of Fifth Street and Spring Avenue.”
  • A motion to approve the request by Fifth and Spring, LLC to convert four (4) properties into one (I) buildable lot for a Dunkin’ Fast Food Restaurant at the intersection of Fifth Street and Spring Avenue.
  • A motion to approve the Agreement, as submitted, with Ellwood City Revitalization (ECR) relative to the development of 509/511 Lawrence Avenue and 513/515 Lawrence Avenue.
  • A motion to approve suspending Part 10, Chapter 1066, subsection 1066.03 (a) of the Codified Ordinance Book pertaining to the prohibition of alcohol in Ewing Park. This suspension only applies to participants of the EC Arts, Crafts, Food Festival event held June 28 – 30. Event insurance shall be purchased, naming the Borough of Ellwood City as an additional named insured. All necessary State and County permits shall be in place for this event.
  • A motion to approve the request by the EC Little Wolverines to use the multipurpose field at Stiefel Park July 8-October 25, Monday – Friday from 6-8pm.
