POLICE: Weekly Police Blotter

HUMAN REMAINS DISCOVERED:
On November 14th at approximately 4:00 p .m., PA State Police responded to a wooded area adjacent to ST 422 in Pulaski Township, Lawrence County where human remains were discovered by a hunter. The remains have not been identified. The PA State Police continue to investigate.

SIMPLE ASSAULT:
Franklin Cesare-Hesse, 34, of Ellwood City, is accused of pointing a sawed-off shotgun at two juveniles and a male adult during a domestic dispute on November 12th. According to a criminal complaint, and at approximately 2:30 a.m., Cesare-Hesse, formerly of New Jersey, repeatedly told the occupants, two of whom are juveniles, to leave the house and pointed the gun at them. Another man in the house reported that Cesare-Hesse also pointed the gun at him and told him that he should step outside and that his number was up. Inside the residence police seized a black Winchester 12-gauge shotgun loaded with five rounds that they found on a shelf in a closet. They also seized an airsoft pistol that was in Cesare-Hesse’s possession.  Cesare-Hesse is a felon not to possess due to having an enumerated offense in 2016 relative to possession with intent to deliver controlled substances in Northampton County, where police had arrested him in the city of Easton the complaint relates. Cesare-Hesse is charged Simple Assault, Terroristic Threats, Disorderly Conduct and Prohibited Possession of a Firearm.

BURGLARY:
William Jeffries, 33, of Ellwood City is charged with Burglary after an incident on October 30th. According to a criminal complaint, at at approximately 3:23 p.m., police were dispatched to a residence on Mill Bridge Road, Slippery Rock Township for a report of burglary. Upon arrival police spoke with a female who related that she and her father were downstairs at the residence and that when she walked out into her backyard and porch area she observed a male inside the kitchen of the residence who then ran towards the garage. The female was able to confront the male, later identified as Jeffries, who was holding an object in his arms as he got into his vehicle. The complaint relates that Jeffries was a family friend for years. After further investigation it was determined the following items were removed from the living room: a Playstation 5, electric power cord, and wireless controller.

DISORDERLY CONDUCT:
Mark Belt, 43, of Millersburgh, OH, is charged with Disorderly Conduct among other charges after an incident on November 2nd. According to a criminal complaint, and at approximately 8:44 a.m., police were dispatched to an area on Clyde Street, Wampum Borough, for a report of a white male wearing a dark gray beanie and gray hoodie walking between houses. Upon arrival, police spoke with a homeowner who related that Belt parked his car at his residence and was at the nearby convenience store on Main Street. Police later located Belt who told police his car ran out of gas and he was waiting for his brother to pick him up around 5:00 p.m. that day. In speaking with Belt, he related to police that there was a firearm in his bag and police located a Heritage Rough Rider 22 revolver for which Belt told police he dos not have a conceal carry permit for the complaint relates. Police attempted to place Belt under arrest but he refused and resisted. Police check criminal history and found Belt to be convicted in Ohio on a burglary charge in 2011 and also drug trafficking charges in 2009. Belt was placed under arrest and charged with Disorderly Conduct, Possession of Prohibited Firearms, Resisting Arrest, and Driving Without A License.
