Borough to Seek Residents for Comprehensive Plan Committee

Ellwood City Borough Council voted to accept letters of interest from Borough residents willing to serve on the Comprehensive Plan Committee.

The Comprehensive Plan Committee shall consist of three Council members, Borough Manager David Allen, and five Borough residents.

Community planning, according to the American Planning Association, is “a process that seeks to engage all members of the community to create a more prosperous, convenient, equitable, healthy, and attractive place for present and future generations.” One of the fundamental responsibilities of local government is to plan for future growth and development of the community. The guidance document that results from this planning process is the comprehensive plan.

In Pennsylvania, municipalities are enabled by the Municipalities Planning Code (MPC) to create comprehensive plans to guide growth and development for their jurisdictions.

Allen said developing the plan will be an 18 to 24 month process, so he hopes that residents will apply for the committee who plan to follow through the lengthy process.

“We are excited to get this started,” Allen said.

Other motions passed:

  • A motion to approve the Minutes of the Regular Meeting held 6/20/22, as submitted.
  • A motion to approve the Pre-Paid Voucher List dated 7/12/22, in the amount of $632,734.23, and the List of Vouchers to be Paid dated 7/13/22, in the amount of $237,452.11.
  • A motion to approve the Departmental Reports, as submitted.
  • A motion to adopt an ordinance, as submitted, amending the traffic ordinance to prohibit parking at all times at certain locations, specifically Clover Avenue (North) between Gregg Street and Cedar Street.
  • A motion to adopt a Resolution, as submitted, applying for PennVest funding for the Wampum Avenue Pump Station Project.
  • A motion to adopt a Resolution, as submitted, appointing Amy McKinney as the Fair Housing Officer.
  • A motion to adopt a Resolution, as submitted, appointing Rebecca Shaffer as the Section 504 Housing Officer.
  • A motion to accept the resignation of Judy Brooks from the EC Library Board.
  • A motion to advertise the vacancy on the EC Library Board. The term expires 12/31/22.
  • A motion to award the bid for the replacement of a concrete section of Beaver Avenue from 4th to 5th Street to CamRahn Cortez in the amount of $29,347.50. This amount will be paid from the General Capital Reserve Fund ($26,876.27 will be reimbursed by the Lawrence Co. Liquid Fuel Fund).
  • A motion to approve the quote in the amount of $6,471 from Stephenson Equipment, Inc. for snow plow blades. This amount will be paid from the General Fund.
  • A motion to ratify the employment of the following individual for summer work, contingent upon satisfactory background checks/clearances:
    • Blake Mravintz  Parks  $12.00/hr with Criminal History, Driver’s History check
  • A motion to authorize Lawrence County to submit a façade grant application to DCED. The Borough’s commitment will be $25,000. This amount will be paid from the L&N Fund.
  • A motion to accept letters of interest from Borough residents willing to serve on the Comprehensive Plan Committee. The Comprehensive Plan Committee shall consist of 3 Council members, Borough Manager and 5 Borough residents.
  • A motion to adopt an Agreement with Ellport Borough, as submitted, for police services for the years/rates as follows:
2023 $57,000
2024 $59,000
2025 $60,000
  • A motion to approve utilizing David Custozzo, Health Officer for additional duties on a limited, as needed, basis for $25.00 per hour.
  • A motion to advertise to hire a bookkeeper at the rate of 20.1888 per hour.
  • A motion to add Roll Call, The Pledge of Allegiance and a Visitors Section to the Agenda Meeting agenda.
