Ellwood City Borough Council to Meet Tonight

Ellwood City Borough Council will meet virtually tonight at 5:45 p.m., when a special meeting will be held for consideration of a liquor license. A link and instructions to join the meeting are listed following the agenda and announcements below.

On the agenda:

• The Borough of Ellwood City will conduct a public hearing via ZOOM internet conferencing to consider the approval of a resolution permitting the intermunicipal transfer of a restaurant liquor license into Ellwood City by Tydagio, LLC for use at facilities located at 630 Beaver Avenue, Ellwood City, PA 16117. The regularly scheduled council meeting will follow immediately after this public hearing.
• A motion to approve the Pre-Paid Voucher List dated 3/9/21, in the amount of $602,397.53, and the List of Vouchers to be Paid dated 3/10/21, in the amount of $169,756.94.
• A motion to approve the Departmental Reports, as submitted.
• A motion to adopt a Resolution, as submitted, adopting the 2021 Lawrence County Hazard Mitigation Plan.
• A motion to adopt a Resolution, as submitted, approving the intermunicipal transfer of a Restaurant Liquor License (R-10425) by Tydagio, LLC.
• A motion to appoint __________________ to the vacancy on the Zoning Hearing Board (term expires 12/31/21).  Applicants are:  Tim O’Brien, David Parker, and Frank Lordi, Jr.
• A motion to appoint ______________ as a Zoning Hearing Board Alternate for a term that expires 12/31/21.  Applicants are:  David Parker, and Frank Lordi, Jr.

• A motion to charge Sue Gatto, Tax Collector for the 2021 Tax Duplicate of $2,246,013.54 at Face.
• A motion to approve the request by the Public Works Department to have the Ellwood City Vol. Fire Department burn the lumber from the two salt sheds on Wampum Avenue that were recently demolished.
• A motion to advertise an amendment to the traffic ordinance, specifically “on-street metered parking”, allowing for the use of a parking permit when parking at a meter.
• A motion to rescind the motion made at the Regular Council Meeting held 2/15/21 approving “the quote from Bobcat in the amount of $39,608.18 (Costars), which includes the trade-in of an S250 Bobcat (S/N 521314146) and a backhoe attachment (S/N 630100338), for the purchase of a Bobcat Skid Steer Loader.  This amount will be paid from the Sewage Fund.”
• A motion to approve the quote from Bobcat in the amount of $39,608.18 (Costars), which includes the trade-in of an S250 Bobcat (S/N 521314146) and a backhoe attachment (S/N 630100338), for the purchase of a Bobcat Skid Steer Loader.  This amount will be paid from the Sewage Plant Reserve Fund.”
• A motion to approve the quote in the amount of $5,190 from Power Substation Services to change the oil in two regulators.  This amount will be paid from the 2017 Bond Issue.
• A motion to approve the agreement, as submitted, with PA American Water Co. (PAWC) relative to the termination of water service for non-payment of the Borough’s sewer charges.  All charges assessed from PAWC for the shut off/reconnect request will be charged to the sewage customer.
• A motion to approve the request by the Boy Scout Troop #806 to camp out at shelter #8 on April 16/17 and to have a small camp fire.
• A motion to approve the request to hold the Ellwood City Ledger 10K Race on Saturday, July 3 at 9am.  It is further requested to utilize the changing facilities at the Veteran’s Memorial Swimming Pool as well as the parking lot from 7am to 11:30am.
• A motion to approve the request by the ECABF to use the Rosanna Playground field March 22, 24, 26, 29, 31, and April 1 from 5:30-7pm, April 5, 7, 9,12,13,14,15,16, 19, 20,21,22, and 23 from 6-8pm, April 24, 27, and 29 from 5-8pm, May 4,6, 11, 13,17,18,19,20,21, 24, 25, 26,27, and 28 from 5:30-8pm; June 1,2,3,4,7,8,9,10,11,14,15,16,17,18,21,23,25,28, and 30 from 5-8pm.
• A motion to approve the quote in the amount of $6,100 from Bartlett Tree Experts for pest management services of the trees in Ewing Park during Spring/Summer.  This amount will be paid from the Park Improvement Fund.
• A motion to advertise for summer employment (park, playground instructors, and concession stand).
• A motion to approve the workers’ compensation Panel of Doctors, as submitted.
• A motion to authorize the Civil Service Commission to start the process in administering the Lieutenant’s Exam.
• A motion to authorize the Civil Service Commission to start the process in administering the Sergeant’s Exam.
• A motion to advertise for bids for the sale of 513/515 Lawrence Avenue.
• A motion to approve the following sewer tap in fee: George O. Sewall, III, 111 White Fox Ct, Unit 30 – 1 tap, 1 EDU, $1,000.
• A motion to authorize the employment of Ryan Guarnieri and Seth Parish as part-time firefighters at the rate of $15.30 per hour.
• A motion to adopt a Resolution, as submitted, authorizing the filing of an application for funds in the amount of $750,000 with the Department of Community and Economic Development (DCED).  This HOME Grant program application will be submitted by Lawrence Co. Social Services (LCSS) on behalf of Ellwood City Borough, Ellport Borough, and Perry Township.

Announcements

• Picnic shelter reservations will begin on the fourth Monday in March (Mar. 22) for non-Borough residents
• Military Banner forms must be returned to Gabby Gretch by May 1, so the banners can be ordered and put up this year
