Although we have yet to witness a snowfall here in Ellwood for the season, it’s no doubt that we’ve already encountered some pretty chilly days.
For most people, the cold weather is easily avoidable thanks to heaters and furnaces. However, for pets that live outside, escaping the cold may be a difficult task without access to proper shelter.
With winter almost upon us, failure to take appropriate precautions for pets exposed to the cold climates may result in an expensive penalty; the anti-tethering ordinance adopted in Ellwood and New Castle only allows dogs (of all breeds) to be outside for no longer than 30 minutes in freezing weather, UNLESS the dog has adequate outdoor shelter with access to food and unfrozen water -in this case, the ordinance does not apply until there is a winter weather advisory. Chain chokers and chains over 1/8″ are completely prohibited. Failure to comply with any part of this ordinance may result in a $300 fine.
Although the ordinance does not specifically apply to cats, it is highly advisable for cat owners to provide shelter complete with straw, food, and fresh water for the felines to access.
New Castle Public Works has paired up with Lawrence County Animal Relief Fund to provide a limited supply of free straw for Lawrence County residents who are in need of it. The number to call regarding this is 724-656-3568 Monday-Friday from 6:30a.m. to 2:30p.m.
