The tale of two state employees linked to the scandal engulfing
Harrisburg underscores the culture of corruption that has spread among a
number of lawmakers elected to represent taxpayers.
Angela Bertugli is a former local beauty queen who told investigators
that she got her state job after having sex with the then-chief of staff
to House Democratic Leader Bill DeWeese.
Meanwhile, Terry Shaffer, an aide to former state Rep. Frank LaGrotta,
is out of work after blowing the whistle on his boss' shenanigans.
Shaffer went to prosecutors with evidence that LaGrotta's sister and
niece had been given do-nothing state jobs.
When investigators approached LaGrotta, he apparently pointed them to a
bigger scandal now known as Bonusgate. So far, a sitting lawmaker, a
former top House Democrat, and 10 aides have been indicted in that
probe.
Prosecutors allege the lawmakers and staffers were engaged in a
conspiracy whereby state workers performed election-related duties
rather than their day jobs, and received taxpayer-funded bonuses for
their efforts.
The state attorney general has fingered only House Democrats, but the
widespread investigation is believed to include Republicans who also
doled out bonuses to staffers.
The probe has exposed Harrisburg as a political swamp where a number of
lawmakers act as if they are above the law.
As such, Shaffer, the whistleblower who got the investigation rolling,
should be lauded for his courage in shining a light on alleged illegal
activity involving tax dollars. Instead, he's out of work and his house
is in foreclosure, he told Daily News columnist John Baer.
Meanwhile, the beauty queen continues to get paid. Bertugli - crowned
Miss Rain Day 2001 at a Greene County beauty pageant - was 21 in 2004
when she met DeWeese's former chief of staff, Michael Manzo, 35, at a
bar. They shared drinks and then had a tryst in a car.
The following year the beauty queen was given a state job as a
researcher in a field office above a cigar store in Pittsburgh. By 2006,
her salary jumped 42 percent to $30,000, plus she got a $7,000 bonus.
Bertugli remains on the state payroll, and now makes $45,344. DeWeese
defended her employment because she cooperated with investigators and
told the truth.
So to sum up: A beauty queen given a state job in return for sex remains
on the public payroll. But Shaffer, the whistleblower who alerted
prosecutors to his boss' family hires, remains out of work.
That in a nutshell sums up how a number of elected representatives
conduct taxpayers' business in Harrisburg.

i hope the people who are in charge of human resources and supervision
of companies in ellwood realize that when bad things happen in their
personal lives, that alot of the people who work "under" them find this
humorous. after all of the years they treated their workers with no
compassion for their personal problems, it makes many of us happy to see
them have bad things happen to them. i hope they remember how they
treated the lowly production workers
so true!!!!
What did they do to people that was so bad.
That causes you to be happy for there tragedy

I overheard two local teachers conplaining about having to pay $25
dollars a month for their awesome healthcare program. They just started
paying this month, the fourth year of their contract, and they are
whining!!!! And I heard they pay the same as the janitors and cafeteria
workers, how about that. They are probably making 2 and 3 times what the
other employees are making and they pay the same. Where did I go
wrong???? They mentioned that they are negotiating with the school board
and if they don't get what they want they will strike. I wonder what
happened to dedication????, and committment to the children???? Haven't
they noticed that jobs are disappearing, that people are having trouble
paying all their debts, and that inflation is hurting everyone. If they
are not happy with a modest raise let them walk the picket line for a
while and see how much sympathy the public has for their "plight". i
want to see if the school board members who voted against the tax rai
se vote against a big, fat teachers raise, we'll see if they are worried
about the seniors then.

just remember one thing us company people are also treated the way you
are on a completely different level...we take the heat for your mistakes
and for not following protocal. We also answer to upper level management
who also degrade us....you think we are not compassionate try working
for some of them..

Regarding the moving of the cementery on the Wampum Road behind the old
junkyard. They are in the process of trying to move the bodies. The
proposed new owners have made arrangements with the church and it may
take a few years, but they are going to try to contact the next of kin.
Contact the church and you will hear about it. It was in last Sun.
bulletin searching for more info. I would hope that they couldn't do it,
but it doesn't look good.

Wow...Congradulations EC.Org. for cleaning up this forum. This needed to
be done long ago. Now, if we can clean up the streets in Ellwood/Ellport

im sorry but i have to disagree with the posts about the cowflops. ok
ill give you the fact that the place is clean ,and the staff very
friendly but............you still have to have good food.i tried the
cowflops ..they were simply awful.ANYBODY that knows good homemade
polish pierogies will agree-not even close.my mothers would put theirs
to shame.

they can't build a prison at the site of G J s property because there is
a cemetary back there that can't be relocated on account of the nature
of most of the deaths were in 1919-1920 due to the influenza out break
and most were buried in wooden coffins.

ATT: Wayne Twp, Chewton, Ellwood City, Wampum and West Pittsburg.
The mystery is solved, a prison IS going in on the Wampum Road, (the old
G&J Auto Salvage, junkyard)
You better set up and take notice, this involves us all. Our safety will
be compromised, and the value of your property will definitely drop. Who
is going to want to buy property near a prison. Suppose to be for 200
inmates.
You can thank a local realitor for consumating this deal. The best part they where
supposed to have gotten a grant for this, but the sewer project in the
twp cannot receive a grant to help the poor people who cannot afford the
sewer system.
The attorney who is the head of this, at one time lived in Wampum. But
you can see that none involved live anywhere near the sight.

I was very dissapointed that not one siren was out to warn people of the
possible tornado. In my opinion every siren in the area should of been
going off to catch everyones attention that there is something wrong.
When I was a child there use to be warning sirens. Next time please warn
everyone.

Welcome to Ellwood City C's Waffles. I stopped in and was very
pleasantly surprised at the affordable breakfast I had there. I didn't
walk away hungry either. Please everyone stop in to see for yourself.
They told me they are going to be open for fish dinners on Friday
evenings too. It seems like Ellwood may finally have a restaurant that
can stay opened on 5th street.

I think it would be a good idea to make improvements to the park with
this money. I saw an elderly lady fall over a tree root this year and
later heard she broke her shoulder. If there is money that can be used
for something why can't the Festival Committee work together with the
committee that wants to beautify and improve the downtown area hoping
this will help draw new business to our town. Everyone can see the need
for this to be done. Just a couple of my thoughts that could be good for
our town.

In my opinion, that softball situation is a ridiculous
the coaches are being ridiculous.
They now had a meeting on monday night,
they told the parents of the Ellwood city stars
that they didnt need to come, that there allowed
in the tounrment, well a few moments ago we recived a call from someone
saying that they all voted and now the girls are not allowed in the
tournement. They told us not to come to that meeting just because they
knew they werent gonna let the girls into it. They have no reason not to
let us in other then being selfish and holding grudges from a rec
league. Especially since we are legal, class B softball players. Real
mature right?!

It is very simple about the 12 and under all stars. We have always had
class in Ellwood. There are plenty of girls that have paid and played in
the Little angels this year. It is great to have 2 all star teams. That
is 24 girls. It is only fair to our girls and parents to choose girls
that play in the little angels. Shame on you for not choosing those slow
pitch girls that have worked so hard. These coaches have a lot of class.

First I'd like to say "THANKS" to the Arts, Crafts Festival Committee
for their work in organizing this event which brings thousands of people
to our community for the past (I think) 28 years. I would like to ask a
question about this event that I don't quite understand. For alot of the
years of the festival there have been well over 200 booths set up and
maybe a few years not that many so lets just round it off to 200 for the
sake of making my example easy. Each booth set up fee is about $100.00
which comes out to about $20,000.00 per year. And then half of the
parking fees must also be returned to the festival commitee also which
amounts to who knows what because there are never any published
financial records from this committee. So for the sake of argument lets
say that they bring in about $25,000.00 per year. And this has been
going on for 28 Years? I'm sure that some years not this much money was
brought in but for others I can easily see that it is very possible
to have received much more than this amount. Can someone please explain
to me - What happens to all this money every year? Multiply it out: 25 x
28 = 700 or $700,000.00 over 28 years! Does anyone see $700,000.00 worth
of any type of improvements in the park? Isn't one of the festival
committee's reasons for these charges to help raise money to improve the
condition and appearance of Ewing Park? Just imagine what this park
would look like with beautiful concrete and brick walkways, some topsoil
hauled in to level the park out and a nice grassy lawn. I know it sounds
like some of the other towns in our areasuch as Beaver for example. I
think all of this money for several years that has not been accounted
for very well would go a long way towards making a vision like I just
had a reality. I know that some people are going to say that the
entertainment costs money, fireworks cost money, and so on. But don't
forget that local businesses, banks, and many individuals also
donate money and sponsor the Festival's expenses in the exam!
