POLICE REPORTS: Criminal Complaints

The following are police criminal complaints filed at the Commonwealth of Pennsylvania Lawrence County office of Honorable Jerry G. Cartwright.

According to a complaint, on Wednesday, October 30th at approximately 1:29 a.m. a traffic stop in Perry Township led to controlled substance seizure. Police stopped a 2011 Chevy Impala for failing to stop at an intersection on Portersville Road at its intersection with Mercer Road and conducted a traffic stop. The operator claimed that she failed to stop because of vehicle braking issues. Officers then asked the male passenger for identification, but when provided by the male passenger, returned no results. Upon further investigation, the passenger told police he had given false identification and that his name was Robert Gene McDonald, 18, of Ellwood City, and advised police he had an active warrant.  Police discovered the active warrant originating from Beaver County for failure to appear in court.  At this point, MacDonald was taken into custody. A search of McDonald yielded a clear glass smoking pipe and a small, clear plastic bag, both with suspected cocaine residue. A search of the vehicle yielded more controlled substances. MacDonald is charged with possession of controlled substances, false identification, and disorderly conduct.

According to a complaint, on Tuesday, November 12th at approximately 10:47 p.m. a call led to police to a house on Hogue Road where a cooking dispute led to suspected domestic violence.  Police were at the residence earlier in the evening for a separate domestic disturbance between the victim and the accused, Joshua Bartley 29, of Ellwood City. The victim related after officers left Bartley began cooking food in their oven when he smelled something burning and became irritated and accused the victim of putting something into the oven and begin yelling at the victim for calling the police earlier. When the victim looked into the oven, Bartley slammed the oven door on the victim’s fingers. The victim then attempted to flee but was Bartley tackled her and strangled her. The victim was later able to flee to a neighbors house to call police.  When police arrived, Bartley had left the residence in an unknown direction and an area canvas yielded no results. Bartley is charged with aggravated assault, strangulation, unlawful restraint, simple assault, and harassment.

According to a complaint, on Monday, October 22nd at approximately 1:22 a.m. police were dispatched to Ellwood City Hospital due to an assault that took place on Wilson Avenue, in Perry Township. Upon arrival on scene, the victim related she had gotten into a physical altercation with Shaquone Lockette, 23, of Ellwood City, in the residence kitchen. The victim related she was pushed into a wall by Lockette and sustained a laceration to the head. Lockett is charged with simple assault and harassment.

According to a complaint, on October 1st at 10:00 p.m. police responded to a suspected burglary in Wampum, PA. Police interviewed a female whom claimed her boyfriend had stolen a gunbox containing a black 9mm handgun and two magazines and a holster from a vehicle parked at “Stop and Shop” in Wampum in early May 2019 around 10:00 p.m. The victim stated she saw the accused, Tyler Morini, 26, of Wampum, enter the driver side of the vehicle while the owner was in the store and exited with the stolen items.  The victim stated the items were later sold sometime during the summer by Morini, but the gunbox, extra magazine, and holster were able to be turned over to police.  Upon running the serial number available on the gunbox, a record of sale came to Kirk Edinger whom when interviewed by police stated he went to the same “Stop and Shop” store in May shortly after purchasing a new gun earlier in that day and placed his older handgun, the 9mm handgun, under the driver seat.  Edinger claimed while he was in the store he saw the suspect in the store, leaving prior to Edinger’s departure.  Morini is charged with receiving stolen property and theft from a motor vehicle.

Richard Miller, 27, of Ellwood City is charged with DUI after police stopped his vehicle the morning of October 23rd on Fourth Street near Fountain Avenue after Miller failed to navigate his vehicle on Crescent Avenue. During the traffic stop, police detected a strong odor of alcohol and marijuana emanating from inside the vehicle. When asked if there was any marijuana inside the vehicle Miller advised there was not because he had just smoked it.  Police conducted a field sobriety test for which Miller failed.  A probable cause search of the vehicle was conducted during which a marijuana pipe was found inside the glove box.

Douglas Connor, 57, of Ellwood City is charged with DUI after a traffic stop led police to find him asleep at his wheel. On Saturday, November 2nd, a female driver was behind Connor’s vehicle, waiting to turn left from Sims Street. The driver stated that she was stopped behind Connor as the traffic light cycled through 3 times without Connor’s vehicle moving. Thereafter, the female driver traveled around the stopped vehicle to observe the driver asleep.  The female driver stopped in front of him and parked with her emergency blinkers on waiting for police. Upon police arrival, the female driver was released from the traffic stop and police conducted a field sobriety test on Connor for which he failed. Upon searching the vehicle, police found an open beer can in the cupholder, an empty beer can on the passenger side floor, a cooler containing three beers, and open smalle black container which had a small amount of suspected marijuana inside.  Officers seized the items and transported Connor to the Ellwood City Medical Center.
