Man Charged With Disarming Officer

According to the police report filed March 5, Perry Russel Malcom, 34, of Beaver Falls, will be facing a felony charge of disarming law enforcement, a misdemeanor charge of resisting arrest, and an infraction charge of disorderly conduct after an incident involving a parking ticket escalated.

At approximately 5:51 p.m. an officer was requested to respond to the rear of the Ellwood City Police Department to speak with Malcom regarding a parking ticket he received earlier in the day.

Malcom questioned the ticket and the responding officer advised why he had gotten the ticket, prompting Malcom to become hostile. The officer advised he could speak with the Lieutenant the next day when he was on duty in order to discuss the ticket, however, Malcom stated he was going back into the municipal building to give the ticket back to the officer, who again advised the man to either pay the ticket or talk to the Lieutenant the next day.

Malcom started shouting profanities at the officer and continued into the municipal building while the officer followed behind asking him to leave the premises because it was not business hours.

The officer was escorting the defendant, who was still shouting profanities and being hostile, out of the municipal building and advised him that if he didn’t calm down he would be arrested for disorderly conduct.

At this time backup arrived and Malcom continued the harassment, prompting officers to ask him to turn around because he was under arrest.

Malcom was resisting arrest so one of the officers drew their taser and warned Malcom to to place his hands behind his back or he would be tased, but he continued to resist and was tased.

Despite being tased he was still able to grab the officers taser, escalating the situation. Eventually officers were able to place Malcom on the ground and detain him.

Both officers suffered cuts and abrasions due to the incident.

    Where’s the update to this story? Per WPXI and their accompanying video, what the police stated happened was a lie. Time to clean house, Mayor Court…
