January Agenda Council Meeting Brief

Yesterday held the first of two monthly council meetings. The following was discussed and will be voted on at the next council meeting:

Visitors

Bill Baur, an Ellwood resident, publicly expressed his concerns about the tax increase and 2017 budget. He mentioned the pay increases for many of the Borough workers, building the public works building and electric building at the same time, and refinancing of existing debt.

Connie MacDonald, the Council President said that the budget and tax increase are both something that are a necessity due to many things – including the two buildings – being neglected for too long, and he also mentioned that the Borough financial advisors said it was a good time to borrow money. He also stated that it shows the Borough is progressive.

 

Finance

2017 IRS Mileage reimbursement rate 53.5 cents per mile (was 54 cents for 2016)

Donation to Lawrence Co. Tourist Promotion Agency- $100; pd from the General Fund

Monthly 2017 Transfer- $120,833.33 to General Fund from the Electric Fund (1,450,000)

Transfer- $49,760 to Electric Capital Reserve Fund from the Electric Fund (PPA), reflected on the books for 2016

 

Health and Public Safety

Adopt Ordinance- off street metered parking, 4th & Lawrence

 

Public Works/Utilities

Purchase- pool pump rotating assembly, $6552.32 from Process Pump & Seal; pd from the General Fund

 

Parks/Recreation

YMCA Pool Mgmt. Agreement- $15,000 pd from General Fund

Lincoln High School Foreign Language Dept- use Shelters #2, 3, 4, & restrooms, April 25 (rain date April 26) from 9:30a.m. – 2:30p.m.

Nature Camp- Use Shelters #7, 8, and trefoil Lodge, Aug 7-11

 

Administration/Personnel

2017 Standardize Billing Rates (regular and OT rates)

Advertise- Code enforcement officer (part time)

Bid Award- Clerk I, full time 17.30 (80% first year, $13.84)

Employment- Jack Andrews and Brandon Magnifico, part-time firefighters, $11.40/hour

 

Community Development/Buildings

Exclude Borough from the Beaver Co. CDBG program and continue to receive funds from the PA DCED

Advertise sale of L&N Building

 

Announcements

Christmas tree (live) drop off @ Public Works Garage, now – Jan 31 – remove all items from the tree

Picnic shelter reservations will begin on the fourth Monday in February (Feb. 27) for Borough residents and beginning on the fourth Monday in March (Mar. 27) for non-Borough residents.
